인공지능(AI) 시대가 도래하면서 디지털 격차와 불평등에 대한 우려가 커지는 가운데, 아동·청소년들의 구체적인 ‘꿈’이 어려운 환경적 한계를 극복하게 만드는 강력한 보호막 역할을 한다는 연구 결과가 발표됐다.

국회의원연구단체 ‘약자의눈’(대표의원 강득구)과 국제구호개발 NGO 월드비전은 지난 17일 국회의원회관 대회의실에서 「2026 한국 미래세대 꿈 지원 정책포럼」을 공동 개최했다고 밝혔다.

이날 포럼은 ‘AI 시대 디지털 격차 해소, 꿈에서 답을 찾다’라는 주제로 열렸으며, 강득구 의원을 비롯해 김예지·강경숙·신성범·채현일·최혁진 의원 등 여야를 초월한 국회의원들이 대거 공동 주최자로 이름을 올렸다. 현장에는 정부 관계자, 학계 전문가, 교육·복지 현장 실무자, 그리고 아동·청소년 당사자 등 300여 명이 참석해 미래세대를 위한 정책 방향을 깊이 있게 모색했다.

이번 포럼의 핵심은 월드비전이 전국의 아동·청소년 5,791명을 대상으로 광범위하게 조사한 「제4차 한국 미래세대 꿈 실태조사」 결과였다. 발표에 나선 연구진은 아이들의 꿈과 발달의 상관관계, 빈곤 및 아동기 부정적 생애경험(ACE)이 미치는 영향, 그리고 급변하는 디지털·AI 환경 속에서의 격차 문제를 집중 분석했다.

조사 결과에 따르면, 우리나라 청소년들은 학년이 올라갈수록 구체적인 꿈을 가진 비율이 감소하고 미래 실현 가능성에 대해서도 부정적으로 인식하는 경향이 짙어졌다. 그러나 주목할 점은 환경을 뛰어넘는 ‘꿈의 힘’이었다. 구체적인 꿈을 가슴에 품은 아동·청소년은 진로성숙도는 물론 행복감, 자아존중감, 회복탄력성, 성장마인드셋 등 거의 모든 발달 지표에서 꿈이 없는 아이들보다 압도적으로 높은 수준을 나타냈다.

특히 빈곤과 가정 내 부정적 경험 등 불우한 환경에 놓인 아동이라 할지라도 구체적인 꿈이 있는 경우에는 행복감과 희망지수가 높게 유지됐다. 꿈 자체가 내면의 단단한 맷집(보호요인)으로 작용해 거친 환경이 주는 부정적 충격을 완화해 주고 있는 셈이다.

아울러 AI 시대의 새로운 그늘로 부각된 ‘디지털 격차’ 역시 단순한 기기 보급의 문제가 아니라는 점이 밝혀졌다. 격차의 진짜 원인은 정보를 다루는 능력과 AI 리터러시(활용 역량)의 차이에서 비롯됐다. 조사 결과 흥미롭게도 꿈이 구체적인 아동일수록 디지털 정보 활용 역량과 AI 기술 수용 능력이 눈에 띄게 우수했다.

포럼을 주도한 강득구 의원(더불어민주당)은 축사를 통해 “AI 시대가 본격화되면서 디지털 격차와 사회적 불평등이 과거보다 더 정교하고 심각해지고 있다”라며 “부모의 경제력이나 환경에 상관없이, 자기가 열심히 노력하면 누구나 꿈을 이룰 수 있는 공정한 기회가 보장되어야만 불평등이 완화되고 지속 가능한 사회로 나아갈 수 있다”고 강조했다.
