Gwacheon City has established the ‘Gwacheon 2030 Smart City Plan (2026–2030),’ which contains a blueprint for smart city policies over the next five years, and is embarking on a full-scale effort to create a future-oriented smart city that citizens can experience firsthand.

This plan is a statutory five-year plan under the "Act on the Creation of Smart Cities and Promotion of Smart Industries," and it outlines the policy directions and implementation strategies for the smart city that Gwacheon City will pursue until 2030, building upon the achievements of the previous Smart City Plan (2021–2025).

During the planning process, Gwacheon City reflected local issues and citizen demands through citizen surveys, living labs, and the collection of opinions from various departments.
