경기도의회 농정해양위원회 김미숙 의원(더불어민주당, 군포3)이 지난 21일 열린 제392회 임시회 축산동물복지국 업무보고에서 축산환경 관리사업과 반려동물 의료·돌봄 지원사업 추진 현황을 점검하고 경기도 동물복지 정책의 개선 방향을 논의했다.

김미숙 의원은 먼저 경기도가 추진 중인 축산환경매니저 사업과 관련해 "오랜 현장 경험을 가진 전문인력을 축산농가 컨설팅과 기술지원에 활용하는 우수한 사례"라며 "축산농가의 생산환경 개선과 현장 애로사항 해소에 실질적인 도움이 되는 만큼 사업이 더욱 활성화될 수 있도록 적극적인 홍보와 운영에 힘써 달라"고 당부했다.

도립동물병원 추진과 관련해서는 공공과 민간의 역할을 명확히 구분하고 상생할 수 있는 방안을 마련해야 한다고 강조했다.

김 의원은 "공공이 반드시 담당해야 할 역할과 민간이 수행할 수 있는 영역을 균형 있게 접근해야 한다"며 "민간 동물병원과 상생하면서 공공이 맡아야 할 분야를 중심으로 신중하게 검토해 달라"고 주문했다.

반려동물 의료·돌봄 지원사업에 대해서는 사업 홍보와 운영 실태를 점검했다.

김 의원은 "올해 지원 목표는 4,130마리인데 현재 실적은 1,850마리로 확인된다"며 "도민들이 사업을 충분히 알지 못해 신청하지 못하는 사례는 없는지 홍보와 사업 운영 전반을 꼼꼼히 살펴봐야 한다"고 지적했다.

이에 이강영 축산동물복지국장은 "현재 실적은 상반기 기준으로 집계된 수치"라며 "해당 사업은 반려동물뿐 아니라 유기견 등 보호가 필요한 동물의 치료에도 활용되고 있다"고 설명했다. 이어 "연말까지 목표를 달성할 수 있도록 적극적으로 사업을 추진하겠다"고 밝혔다.

김미숙 의원은 "동물복지 정책은 사람과 동물이 함께 건강하게 공존하는 사회를 만드는 중요한 정책"이라며 "앞으로도 공공과 민간이 조화를 이루면서 실효성 있는 동물복지 정책을 지속적으로 마련해 달라"고 당부했다.

Gyeonggi Provincial Assembly member Kim Mi-sook (Democratic Party of Korea, Gunpo 3), of the Agriculture, Forestry, and Fisheries Committee, reviewed the progress of the Livestock Environment Management Project and the Pet Medical and Care Support Project during the Livestock and Animal Welfare Bureau's work report at the 392nd Extraordinary Session held on the 21st, and discussed directions for improving Gyeonggi Province's animal welfare policies.

Regarding the Livestock Environment Manager Project currently being promoted by Gyeonggi Province, Assembly Member Kim Mi-sook first remarked, "This is an excellent example of utilizing professional personnel with extensive field experience for consulting and technical support to livestock farms." She urged, "Since this provides practical assistance in improving the production environment of livestock farms and resolving on-site difficulties, please strive for active promotion and operation to further revitalize the project." Regarding the promotion of the provincial animal hospital, it was emphasized that measures must be devised to clearly distinguish the roles of the public and private sectors and ensure mutual growth.

Assemblyman Kim stated, "We must approach the roles that the public sector must necessarily handle and the areas that the private sector can perform in a balanced manner," and urged, "Please carefully review the matter, focusing on the sectors the public sector should undertake while coexisting with private animal hospitals."

Regarding the companion animal medical and care support project, the promotion and operational status of the project were inspected.

Assemblyman Kim pointed out, "The support target for this year is 4,130 animals, but the current performance is confirmed to be 1,850," adding, "We must thoroughly examine the promotion and overall operation of the project to ensure there are no cases where residents are unable to apply because they are not sufficiently aware of the program."

In response, Lee Kang-young, Director of the Livestock and Animal Welfare Bureau, explained, "The current performance figures are based on the first half of the year," and added, "The project is being utilized for the treatment of animals in need of protection, such as abandoned dogs, as well as companion animals." He further stated, "We will actively push forward with the project to achieve the target by the end of the year." Representative Kim Mi-sook stated, "Animal welfare policies are important for creating a society where humans and animals coexist healthily," and urged, "Please continue to establish effective animal welfare policies through harmony between the public and private sectors."
