Gyeonggi Provincial Office of Education Shortens Administrative Appeal Processing Period from 128 to 60 Days

Despite Surge in Claims, Decision-Making Period Reduced by 53% Through Work Innovation; Appeals Committee Operated 4 Times a Month

As a result of improving hearing procedures to respond to the surge in administrative appeals, the Gyeonggi Provincial Office of Education has reduced the average decision-making period by more than half, from 128 days last year to 60 days this year. This is being evaluated as having swiftly resolved conflicts in the educational field and accelerated the relief of provincial residents' rights.

According to the Provincial Office of Education, the average decision-making period for administrative appeals as of July this year was recorded at 60 days. This represents a reduction of approximately 53% compared to last year's average of 128 days.

An administrative appeal is a system in which citizens whose rights have been infringed upon by illegal or unfair administrative dispositions request relief from administrative agencies. However, the issue of students, parents, and schools being placed in a state of prolonged dispute when processing periods are extended has been consistently raised.

In fact, the number of administrative appeals has been increasing rapidly recently. The number of cases filed increased from 681 in 2024 to 951 in 2025, with 574 cases received in the first half of this year alone. With school violence-related incidents accounting for approximately 80% of these, the swift resolution of disputes in the educational field has emerged as a critical task.

The Provincial Office of Education completely revamped its operational procedures by operating a " 집중심사기간" (intensive hearing period) from March to June of this year. It strengthened inter-departmental collaboration, activated a Task Force for Integrated Support of Administrative Appeal Cases, and expanded the frequency of Administrative Appeals Committee meetings from two to three times a month to a maximum of four times to intensively process backlogged cases.

The Provincial Office of Education expects that these measures will help reduce the psychological burden on students and parents and contribute to stability in the educational field by concluding major administrative appeals, including school violence cases, more quickly. Kim Eun-gyu, Legal Affairs Officer at the Gyeonggi Provincial Office of Education, stated, “We were able to significantly shorten the decision period as a result of collaboration among all departments to ensure swift and fair rulings,” adding, “We will continue to improve the operation of administrative appeals to achieve both goals of protecting the rights of residents and stabilizing the educational environment.”
