전기사업 추진 과정에서 주민 참여를 확대하고 의견 수렴 절차를 강화하는 법안이 국회에 제출됐다. 사업 내용을 신문 공고에만 의존하던 기존 절차를 개선해 설명회와 공청회 등을 제도화함으로써 지역 갈등을 줄이고 사업의 투명성을 높이겠다는 취지다.

더불어민주당 강득구 의원(안양 만안)은 지난 3일 이 같은 내용을 담은 「전기사업법 일부개정법률안」을 대표 발의했다고 밝혔다.

현행 전기사업법은 발전사업 허가를 신청하려는 사업자가 사업 내용을 일간신문 등에 공고하고, 주민이 이를 열람한 뒤 의견을 제출할 수 있도록 규정하고 있다. 그러나 실제로는 공고와 열람, 의견 제출 절차가 형식적으로 운영되는 경우가 많아 주민들이 사업의 규모와 영향 등을 충분히 이해하지 못한 채 의견을 제시하기 어렵다는 지적이 꾸준히 제기돼 왔다.

개정안은 이러한 한계를 보완하기 위해 사업 허가 절차에서 주민과의 직접적인 소통을 의무화하는 내용을 담았다. 사업자는 대통령령으로 정하는 방식에 따라 사업 내용을 사전에 고지하는 것은 물론, 발전사업의 위치와 규모, 사업 기간 등을 설명하는 주민설명회를 개최해야 한다.

또 주민들의 요구가 있을 경우 공청회를 열어 다양한 의견을 청취하도록 했으며, 발전사업 관련 자료를 30일 이상 공람하도록 규정했다. 아울러 공람 과정에서 접수된 주민 의견에 대해 검토 결과와 반영 여부를 공개하도록 해 행정의 투명성도 강화했다.

법안이 시행되면 발전시설 설치로 생활환경 변화나 안전 문제 등의 영향을 받을 수 있는 주민들이 사업 초기부터 충분한 정보를 제공받고 의견을 제시할 수 있는 제도적 기반이 마련될 것으로 기대된다. 또한 사업자와 주민 간 소통이 활성화되면서 지역사회 갈등을 예방하는 효과도 있을 것으로 전망된다.

A bill has been submitted to the National Assembly to expand resident participation and strengthen opinion gathering procedures in the process of promoting electric power businesses. Rep. Kang Deuk-gu (Anyang Manan) of the Democratic Party of Korea announced on the 3rd that he had introduced the "Partial Amendment to the Electric Power Business Act," which contains these provisions.

The current Electric Power Business Act stipulates that business operators applying for a power generation business license must publish business details in daily newspapers, and that residents may submit opinions after reviewing the announcement. However, criticism has been consistently raised that in practice, the procedures for announcement, viewing, and opinion submission are often conducted merely as a formality, making it difficult for residents to offer opinions without fully understanding the scale and impact of the project.

To address these limitations, the amendment includes provisions mandating direct communication with residents during the business permit process. Business operators must not only notify residents of the project details in advance according to the method prescribed by presidential decree, but also hold public briefings to explain the location, scale, and duration of the power generation project.

Furthermore, the bill mandates holding public hearings to listen to diverse opinions upon request from residents and requires that materials related to the power generation project be made available for public viewing for at least 30 days. Additionally, it strengthens administrative transparency by requiring the disclosure of review results and whether resident opinions received during the public viewing process have been reflected.

Once the bill is implemented, it is expected to establish an institutional foundation that allows residents, who may be affected by changes in their living environment or safety issues due to the installation of power generation facilities, to receive sufficient information and present their opinions from the early stages of the project. Moreover, it is anticipated that the increased communication between business operators and residents will help prevent conflicts within the local community.

Representative Kang Deuk-gu stated, "Strengthening the procedures for resident explanation and opinion gathering prior to granting electricity business permits is the first step in reducing social conflict and building trust in the project."
