안양시의회 후반기 원 구성이 한 달 가까이 멈춰 섰다. 겉으로는 의장 선거에서 나온 ‘문제의 한 표’를 둘러싼 유·무효 논란이 핵심 쟁점이지만, 사태를 들여다보면 출발점은 다수당인 더불어민주당의 후보 선출 과정에서 비롯됐다. 이후 전공노 안양시지부의 후보 추대 철회 요구, 민주당 내부 갈등, 개표 논란, 여야의 정면 충돌, 법정 공방으로 이어지면서 의회는 사실상 기능을 상실한 상태다.

 

재개발·재건축 의견 청취를 비롯한 주요 안건 처리가 멈춘 가운데, 의장 선출을 둘러싼 갈등은 법원의 판단을 기다리는 국면으로 넘어갔다. 그러나 정치권 안팎에서는 이번 사태가 단순한 절차 분쟁을 넘어 지방의회의 정치력과 민주주의 운영 방식 자체를 드러낸 사건이라는 평가가 나온다.

 

 

시작은 ‘후보 논란’ 일으킨 다수당의 자중지란

 

안양시의회는 더불어민주당 11석, 국민의힘 9석으로 구성돼 있다. 의석수만 보면 민주당이 의장을 선출하는 데 어려움이 없는 구조였다.

 

하지만 민주당이 윤경숙 의원을 의장 후보로 추대한 직후부터 균열이 시작됐다.

 

윤 의원은 앞서 부적절한 발언과 처신 등으로 윤리성 문제와 함께 자격 논란을 야기한 바 있다. 이에 전국공무원노동조합 안양시지부는 후보 추대를 철회해야 한다며 기자회견과 1인 시위, 철야농성까지 벌였다. “충분한 사과와 재발방지 없이 의장에 오르는 것은 시민 눈높이에 맞지 않는다”는 것이 노조의 주장이다.

 

여기에 민주당 내부에서도 후보 선출 절차를 둘러싼 이견이 표면화됐다. 의원총회 과정에서 합의가 이뤄지지 않으면서 결국 의장 후보 등록 마감시간까지 후보를 등록하지 못하는 초유의 사태가 발생했다.

 

지역 정치권에서는 이 대목을 이번 파행의 첫 번째 분기점으로 본다. 의석 우위를 갖고도 후보 등록조차 마치지 못한 것은 단순한 행정 실수가 아니라 당내 리더십과 의사결정 시스템이 제대로 작동하지 않았음을 보여준다는 지적이다.

 

 

결선투표 단 한 장의 투표지로 의회는 멈췄다

 

이후 민주당은 다시 윤경숙 의원을 후보로 확정했고, 7월 15일 의장 선거가 치러졌다.

 

결선투표에서 양 후보는 팽팽하게 맞섰다. 그러나 마지막 한 장의 투표용지를 두고 감표위원 사이에서 유효표와 무효표 의견이 2대2로 갈리면서 개표는 중단됐다.

 

의회는 당일 결론을 내리지 못했고 법률 자문을 받기로 했다.

 

이후 의회사무국은 변호사 3명의 자문을 받았고, 국민의힘은 임시의장이 규정에 따라 최종 판단할 수 있다는 해석을 근거로 의장 선출 절차를 마무리했다. 결국 해당 표는 무효 처리됐고, 국민의힘 음경택 의원이 의장으로 선출됐다.

이번 사태를 단순히 투표지 판독 문제로만 보는 시각은 많지 않다.

 

첫 번째 문제는 민주당 내부의 정치력 부재다. 의석 과반을 확보하고도 후보 등록을 제때 하지 못했고, 결국 내부 이탈표 의혹까지 제기됐다. 의장 선거는 당내 결속을 시험하는 정치적 과정인데, 다수당이 스스로 그 기회를 놓쳤다는 평가가 나온다.

단식과 형사고발로 대화 실종, 남은 것은?
