Governor Choo Mi-ae Declares “Gyeonggi Province’s Fiscal Emergency”… Aftermath of Local Bond Issuance for the First Time in 20 Years

Launching High-Intensity Fiscal Reforms, Stating “9-Month Budget Allocation and Supplementary Budget Cuts Are Inevitable”

On the 5th, Gyeonggi Province Governor Choo Mi-ae officially declared the province’s fiscal situation a “crisis” and announced rigorous measures for fiscal normalization. This decision stems from the judgment that the accumulated deterioration of finances—including the issuance of local bonds for the first time in 20 years and the allocation of a nine-month budget for public welfare—can no longer be ignored.

At a press conference that day, Governor Choo stated, “If we do not take action now, we could fall into a vicious cycle within two to three years of issuing local bonds again to repay existing debts,” diagnosing the situation as “difficult to maintain existing projects as well as launch new ones.”

Last year, Gyeonggi Province issued approximately 943 billion won in local bonds and covered the shortfall by utilizing the Integrated Fiscal Stabilization Fund. However, it was announced that this year, the budget for a significant number of public welfare projects was allocated for only nine months instead of twelve, and that a supplementary budget cut amounting to approximately 770 billion won is required.

The province explained that the budget for the final three months of major projects, including long-term care for the elderly, school meals, postpartum care expenses, family care allowances, and the public management system for city buses, has not yet been secured.

Governor Choo announced that he would pursue four major reform measures to normalize public finances: cutting operational expenses for senior officials, comprehensively overhauling wasteful budgets, streamlining the structure of organizations and public institutions, and improving the revenue structure. However, he also presented a policy to maintain essential public welfare budgets, such as those for the life and safety of residents and the protection of vulnerable groups.

This declaration is significant as it is the first measure to officially acknowledge structural problems in Gyeonggi Province's fiscal management, rather than merely a measure of austerity. Gyeonggi Province diagnosed that a revenue structure heavily reliant on acquisition taxes and rising welfare expenditures due to rapid population aging are simultaneously increasing the fiscal burden.

Governor Chu requested cooperation from the Gyeonggi Provincial Assembly and 31 cities and counties, stating, "We will reduce unnecessary expenditures first and pursue responsible fiscal reform so as not to pass on debt to future generations."
