“심각한 기후변화, 탄소중립 달성 통해 극복해야”

“민·관이 모두 기후위기의 심각성을 깨닫고 탄소중립 실천을 통해 기후위기에 적극 대처해나가야 할 때입니다.”

 

사단법인 경기환경보전운동연합총본부(이하 ‘환경본부’)의 이은수 총재는 본지와의 인터뷰를 통해 우리 모두가 체감할 정도의 기후변화가 이루어지고 있는 현재, 탄소중립을 통해 이 위기를 극복해야 할 것이라고 말했다.

 

탄소중립은 지구 온도 상승을 유발하는 온실가스 배출을 최대한 줄이고, 산림 등 탄소흡수원을 늘려서 온실가스 순 배출량을 ‘0’으로 만드는 것을 말한다.

 

기후변화 분야 최고 전문기구인 IPCC(Intergovernmental Panel on Climate Change)에서는 지구의 온도 상승을 1.5℃ 이내로 유지하기 위해 전 세계 모든 국가가 2050년까지 탄소중립을 달성해야 한다는 연구보고서를 발간한 바 있다.

 

관내 지자체와 탄소중립 위해 협업할 것

 

“IPCC의 연구 결과에 따라 유럽연합, 미국, 일본 등이 ‘2050 탄소중립’을 선언한 바 있으며, 우리나라도 작년 10월 탄소중립을 선언했죠. 그리고 좀 더 세부적인 실천을 위해 지난 5월 25일 경기도를 비롯해서 안양·군포·의왕시 등 관내 지자체들 역시 2050 탄소중립 선언에 동참했습니다. 지자체들은 앞으로 기후변화 대응과 온실가스 감축에 노력하면서, 시민의 공감대 확산을 위해 소통을 늘여갈 것으로 예상됩니다.”

 

이 총재는 환경본부가 시민들이 체감할 수 있는 기후변화 대응사업에 적극 동참하여 기후위기로부터 안전한 도시를 만들기 위해 노력하겠다고 밝혔다.

 

“지금의 기후 변화는 이미 심각한 수준입니다. 막대한 탄소 배출로 그동안 ‘기후 악당’이라는 오명을 지우지 못했던 석유회사들이 변화의 노력을 하고 있다는 것에서 반추할 수 있습니다. 이른바 탄소 배출로 수익을 창출하던 기업이 그 수익 창출 방법을 바꿔야 할 정도로 지금의 환경문제가 심각하다는 것을 스스로 인정한 것이죠. 물론 기업과 국가가 앞장서서 탄소중립을 위해 힘써야 하겠지만 우리 역시 개개인의 동참도 반드시 필요한 일입니다. 거창한 일일 필요는 없습니다. 열 번 이용하던 자가용 이용횟수를 반으로 줄이는 것만으로도 충분히 환경운동을 하고 있는 것입니다.”

 

교육 통한 경각심 고취 필요

 

이은수 총재는 탄소중립 등 환경문제를 해결하기 위해서는 교육과 캠페인을 통한 ‘개인부터 시작하는 작은 변화’ 역시 중요하다고 강조했다. 환경에 대한 무관심이 자연을 훼손하는 가장 큰 적이기 때문이다.

 

“코로나19 상황이기에 대면 교육이나 거리 캠페인 대신에 온라인 스트리밍 방식의 교육으로 ▲탄소중립에 대한 인식 전환 필요성 ▲정부의 탄소중립 정책과 국내·외 실천사례 ▲지역중심의 실천모델 창출 방안 등을 교육하는 것이 고민돼야 합니다. 학생들에게도 에너지 절약과 1회용품 사용 자제, 저탄소 녹색생활 실천 등을 교육할 수 있어야 하겠죠. 한국의 기후변화는 폭염과 한파 등을 국민들이 체감할 정도로 피할 수 없는 과제가 됐기 때문에, 중앙정부의 탄소중립정책을 토대로 지자체는 지역별 맞춤형 전략을 수립하고 실천해야 합니다. 물론 그에 따라 환경본부 역시 민간부문, 지역주민들과 함께 온실가스 감축 모델을 창출해야 할 것입니다.”

 

환경본부는 그 창립이념에 맞게 모두가 함께 노력하고 참여해야 할 기후위기 시점임을 인지하고, 자라나는 미래 세대인 학생들의 환경보전의식 함양을 위해 자긍심을 가지고 교육에 임할 것임을 강조했다.

 

“가능하면 지자체와 함께 기후변화교육 프로그램 개발 및 교육전달체계를 구축하고, 기후변화교육 모니터링, 교육강사 양성 방안 마련, 유관기관 간담회, 워크샵 등을 이어나갈 계획입니다.”

 

 

적극 대응하는 정부시책에 동참해야

 

이 총재는 기후변화의 문제는 더 이상 미룰 수 없는 전지구적 과제라고 말하며, “이를 해결하는 것은 미래 우리 아이들이 숨을 쉬고 꿈을 꾸며 살 수 있게 하는 가장 기본적인 의무가 됐다”고 했다. 이어 “정부는 지난 4월 지구의 날을 기념하여 청사를 비롯하여 산하기관, 동 주민센터, 대형건물, 아파트 등이 참여하는 소등캠페인을 벌였습니다. 환경문제의 해결을 위해 다각도로 참여하고 있는 모습을 보여주고 있는 것이죠.”

 

지구의 날은 1970년 4월 22일 게이로 닐슨 미국 상원의원이 하버드대학생 데니스 헤이즈와 함께 캘리포니아 산타바바라의 기름유출 사고(1969년 1월 발생)와 관련해 지구의 날 선언문을 발표한데서 유래됐다.

 

“이외에도 각 지자체는 탄소중립을 목표로 지속가능한 녹색사회 실현과 지역발전 촉진을 위해 정책을 마련하고 있으며, ▲건강과 물관리 ▲재난재해 ▲산림/생태계 ▲인프라, ▲신재생에너지 등 세부시행계획도 속속 발표하고 있습니다. 또한 도심지 녹화사업과 가로수 및 녹지 유지관리를 중점 추진하며, 신재생에너지 주택지원과 미니태양광 지원, 에너지 절감마을 LED 전등 교체 등을 지속적으로 시행하고 있습니다.”

 

인터뷰를 마치면서 이은수 총재는 “인간의 방만한 환경관리로 인해 지구의 모든 생물 뿐 아니라 미래의 우리 후손들에게까지 큰 위협을 안겨 주고 있다는 점을 우리 모두가 반성해야 한다”며, “자연환경을 파괴하는 것은 순식간이지만 복구하는 데는 많은 시간과 경비가 필요하다는 점을 환기할 필요가 있다”고 경각심을 쌓을 것을 당부했다.

 

한편 경기환경보전운동연합총본부는 생활 속에서 이루어지는 모든 환경 파괴, 오염행위를 근절하고, 새로운 환경의식과 실천으로 스스로 자신의 삶터를 건강하게 가꾸어 나가는 시민운동을 펼치기 위해 설립된 단체로, 각 지역의 주민 및 시민단체와 함께 하는 한편 권역별 연계망을 구축함으로써 구조적으로 발생하는 환경문제의 원인에 보다 체계적으로 대처하는 것을 목적으로 하고 있다.

 

본 법인은 2019년 5월 설립 추진위원회를 발족했으며, 동년 6월 1차 정기 이사회의 개최, 8월 발기인 대회를 개최하고 창립총회를 개최했다.
