경기도가 7월 20일 신임 경제부지사에 김용진 전 기획재정부 차관을 내정하고, 신설된 정책 자문기구인 도정자문회의 의장에 염태영 전 수원시장을 위촉한다고 발표했다. 경기도는 지난 19일 경제부지사 신설을 주요 내용으로 한 조직개편안을 공포한 바 있다.

 

김용진 신임 경제부지사 내정자는 경기도 이천 출신으로 세광고등학교, 성균관대학교를 거쳐 KDI 국제정책대학원에서 공공정책학 석사학위를 받았다. 1986년 제30회 행정고시에 합격하여 공직에 입문한 후 기획예산처 복지노동예산과장, 駐영국대사관 재정경제관, 대외경제국장, 공공혁신기획관, 부총리 대변인, 사회예산심의관, 지역발전위원회 기획단장 등을 거쳐 한국동서발전 사장, 기획재정부 차관, 국민연금공단 이사장을 역임한 재정․경제전문가다.

 

김동연 경기도지사가 문재인 정부 초대 부총리 겸 기획재정부장관에 재임할 당시 제2차관으로 함께 국가 재정․경제정책을 이끌었다.

 

경기도 관계자는 “30년 넘게 경제관료로 일한 재정경제 전문가”라며 “특히 기획재정부 제2차관으로서 공공기관정책 및 국가 재정을 총괄하면서 국회와의 원활한 소통으로 협력을 이끌어 낸 경험이 있어 경기도의회와의 소통 강화도 기대하고 있다”고 인선 배경을 설명했다.

 

김 내정자는 공식 취임에 앞서 인사위원회 심의 등 임용 절차를 거치게 된다.

 

‘경기도 도정자문회의’는 민선 8기 주요 정책 자문기구로서 각 분야 전문가가 참여하게 된다.

신임 염태영 경기도 도정자문회의 의장은 1960년 경기도 수원 출생으로 수원 수성고등학교, 서울대 농화학과를 졸업했다.

 

노무현 정부 당시 청와대 대통령비서실 비서관, 국립공원관리공단 상임감사 등을 지냈으며 2010년 수원시장 선거에 출마해 처음 수원시장에 당선됐다. 이후 2014년, 2018년 계속 당선되며 수원시 역사상 첫 3선 시장이라는 기록을 세웠다. 특히, 지방분권의 강화에 일관되게 노력하면서 전국시장·군수·구청장협의회 대표회장을 역임했다. 현재 전국 풀뿌리 정치인들의 연대기구인 전국자치분권민주지도자회의(KDLC) 상임대표를 맡고 있다

 

염 의장은 자치분권 최고 전문가로서 평가받고 있으며 김동연 도지사의 소통과 협치 철학을 가장 잘 구현해낼 인물로 꼽히고 있다.
