국회 교육위원회 소속인 강득구 의원(더불어민주당, 안양만안)과 방과후강사노동조합이 7월 19일 오전 국회 제1세미나실에서 ‘교육공공성 강화를 위한 방과후학교 제도개선 방안 모색 토론회’를 개최했다.

 

이날 토론회는 강은희 서비스연맹 정책연구원 선임연구위원이 진행을 맡았다. 첫 번째 발제를 맡은 신석진 국민입법센터 운영위원은 ‘방과후학교 이용실태와 학부모 방과후강사 인식조사 결과’를 발표하며, 무상 방과후 도입에 대한 기대효과와 제안을 언급했다.

 

두 번째 발제를 맡은 손재광 방과후강사노조 부위원장은 방과후학교의 공공성을 확대하고 방과후강사의 처우개선을 위한 다양한 방안을 제시했다. 해외 사례를 예시로 들며, 방과후학교 재정지원 확대와 운영체계 개편, 강사 계약 형태 개편, 운영 조례의 필요성에 대해 강조했다.

 

 

이어 구본창 사교육걱정없는세상 정책대안연구소장, 백운희 정치하는엄마들 활동가, 장정욱 나라살림연구소 정책위원, 정금현 교육부 방과후돌봄정책과 연구관이 지정토론자로 자신의 의견을 개진했다.

 

강득구 의원은 “코로나19 이후 방과후학교 수업에 대한 중요성이 강조되고 있다. 아이들의 돌봄과 사교육 절감이라는 관점에서 방과후학교의 역할이 필수”라고 강조하며, “그동안 정규교육과정을 보완해 온 방과후학교 수업이 더 활성화되고, 제도적으로 안착될 수 있도록 적극적으로 공론화하고 논의할 것”이라고 강조했다.
