염종현 경기도의회 의장이 지난 17일로 취임 100일을 맞았다.

 

경기도의회는 의회 사상 최초로 민주당과 국민의힘이 78석씩 동수를 이루며, 팽팽한 기싸움(?)으로 이어져 결국 원 구성에 40일을 ‘지각’하고, 지금도 걸핏하면 ‘파행’이다. 경기도 2차 추가경쟁예산안은 두 달째 여야가 접점을 찾지 못하고 표류하면서 166만 경기도 학생들의 시급한 교육 활동 추진에 어려움이 예상된다는 경기도교육청의 압박을 받았다. 지난 17일 뒤늦은 예산안 가결로 파행은 면했지만 ‘여야 동수’의 상황이 앞으로도 어떻게 펼쳐질지 관심이 모아진다.

 

관록 있는 4선 도의원 출신으로 11대 의회 전반기를 맡은 염종현 의장이 어떤 리더십으로 여야를 조율하고 집행부와 협치를 이뤄갈지 취임 100일 맞은 그에게 직접 물어보았다. <편집자 주>

 

의회 사상 최초의 ‘여야 동수’ 의회가 구성됐다. 추경 처리가 두 달 이상 지연되었는데?

 

팽팽한 양당 동수 구조에서의 갈등 격화는 어느 정도 불가피하다고 보고 있다. 하지만 의회의 역할을 저버리거나 본질을 훼손하는 일은 용납할 수 없는 일이다.

 

지난 1일 11대 의회 들어 첫 정례회를 개회(제365회 정례회)하며 의원들에게 ‘초당적 협력’을 거듭 당부했다. 정당을 떠나 모든 의원이 ‘민생에 여야가 있어서는 안 된다’는 데 동의할 것이다. 두 달 여 표류해 온 추경예산안을 의장과 양당이 협의해 처리한 것은 늦게나마 다행스러운 일이다. 앞으로도 여야 간 갈등이 많겠으나 이를 잘 조율하고 합리적 대안을 모색해 협의를 이끌어내는 게 의장 본연의 역할이라고 본다. 의장으로서 양당 대표단, 상임위원장, 평의원과 개별 소통에 심혈을 기울이며 ‘일하는 의회’를 만들어 줄 것을 간곡히 설득하고 있다. 대화와 타협의 정치가 바로 설 수 있게끔 지속적으로 노력할 것이다.

 

의장 출마 당시부터 의회와 집행부 간 협치의 중요성을 강조해왔다. 실질적인 협치 실현을 위한 의회 차원의 복안은?

 

주요 사안에 대해 의장과 경기도지사가 긴밀하게 소통하는 것은 무척 중요한 일이다. 다만, 개별적, 비상시적 소통을 넘어 공식 소통체계를 수립하고, 양 기관의 소통 의지를 도민께 명확히 보여드리려는 노력이 필요하다고 본다. 의회와 집행부 간 협치를 위한 필수 요건은 의회와 집행부 간의 협력 의지일 것이다. 다행스럽게도 김동연 도지사는 협치의 중요성을 누차 말씀하셔서 원활하게 공조할 수 있을 것으로 기대하고 있다. 여야를 아우른 의회와 집행부 간 협의체 구성은 제가 취임 직후부터 줄기차게 주장해온 사안으로 기관 간 소통체계를 수립해야 한다. 주요 도정과 민생현안에 대한 협의 추진 창구인 (가칭)여야정협의체 운영을 도에서 준비하고 있다. 다만, 아직 구체적인 운영방안에 대한 협의가 이뤄지지 않은 상태이지만 경기도 차원의 협치 모델을 수립해 의회와 도청 간 연대를 강하게 추진해 나갈 수 있도록 할 것이다.

 

의장 임기 중 반드시 실현하고자 하는 주요 정책이나 도의회 현안 사항이 있다면?

 

전반기 의회가 성공적으로 의정을 추진할 수 있도록 의정 지원 체계를 명확히 구축하고자 한다. 지난 1일 출범한 ‘공약정책추진단’과 ‘초선의원 의정지원추진단’은 전문적인 의정 지원 업무를 수행하며 의정활동의 질적 강화를 이루는 데 유효한 역할을 할 것이라 본다. 두 기구는 의회가 자체적으로 구성한 ‘의정지원 태스크포스(TF)’로 제가 의장 취임 당시 내세운 핵심 공약의 일원으로 출범하게 됐다. 교섭단체별로 1명씩 2명의 공동대표가 각 추진단을 이끌며 의원들을 구체적이고, 실질적으로 지원하는 데 주력할 방침이다.

 

우선, 공약정책추진단은 이미 취합 완료된 10개 분야 4,101건의 공약을 분석해 분야별 추진 계획을 수립하고, 정책으로 전환해 ‘정책제도화’하는 데 총력을 기울일 방침이다. 이로써 도민과 도의회, 도청을 아우르는 ‘협치모델 정립’에 나선다는 구상이다.

 

‘초선의원 의정지원추진단’은 광역의회에 첫발을 들인 초선의원들이 의정활동에 전념할 수 있도록 다양한 지원방안을 발굴할 예정이다. 기존의 의정 지원 서비스를 최대한 활용할 수 있게끔 안내하는 한편, 요구사항에 신속하게 대응함으로써 전체 의원의 69%(108명)에 달하는 초선의원의 의정 성과를 확대해나갈 계획이다. 의정 지원 체계의 고도화는 의회의 전문성 강화와 직결되는 주요한 사안인 만큼 의장으로서 보다 전문적인 의정활동으로 실질적인 성과를 내는 의회를 이끌어나가도록 최선을 다하겠다.

 

지방의회법 제정과 지방자치법 재개정을 위한 활동계획이 있는지?

 

새로운 시대적 소명인 ‘자치분권’이 지방에서 제대로 실현될 수 있도록 명확한 기반을 만들어야 할 것이다. 얼마 전 ‘지방자치의 날’(10월 29일)을 맞아 지방의회의 독립성과 자율성을 실질적으로 확보하기 위한 제도개선 방안을 살펴보았다. 지방자치법이 32년 만에 전부 개정돼었음에도 불구하고 ‘지방의회 권한 강화’라는 핵심 취지대로 운영되지 않음에 따라 ‘반쪽짜리 개정안’이라는 비판을 받는다는 지적에 공감한다.

 

문제는 지방의회가 인사권을 제외한 조직권과 예산편성권 등의 권한을 온전히 부여받지 못함에 따라 진정한 독립을 실현하지 못하는 데 있다. 이에 따라 경기도의회는 ‘제11대 자치분권발전위원회’를 출범시키고, ‘지방의회 제도개선 건의안’을 마련해 자치분권 실현을 위한 본격 활동에 나설 방침이다.

 

우선, 올해 안에 자치분권발전위원회를 구성해 ‘지방자치법 한계점 극복’은 물론 국회에 장기계류 중인 ‘지방의회법 통과’에 방점을 두고 활동할 계획이다. 아울러 주요 제도개선 과제로 ‘지방의회 조직권 별도 부여’, ‘예산편성권 신설을 위한 관련 법규개정’ 등을 지속 건의하고자 한다. 전국 최대 광역의회로서 지방자치와 분권이 온전히 구현될 수 있도록 선제적으로 활동할 책임을 느낀다. 지방자치 한 축을 담당하는 1,390만 도민의 대의기관이라는 사명감을 갖고 더 활발하게 활동할 것이다.

 

4선 도의원 ‘염종현’을 만든 주요 성과를 꼽자면?

 

4선 의원으로서 의장이 되기까지 문화체육관광위원장, 유일 교섭단체였던 더불어민주당 대표의원 등 다양한 직책을 거치면서 결실을 맺기 위해 최선의 노력을 기울여 왔다.

 

그동안의 의정활동을 요약해 주요 내용만 간추려 보면 8대 의회에서는 초선으로 ‘경기도 뉴타운대책특별위원회’ 간사를 맡아 뉴타운지구 정비구역 해제 시 매몰 비용 전가, 재산압류 등의 주민 피해를 공론화하고 국회 등에 제도개선을 지속적으로 촉구하였다. 이어 특별위원회 위원장과 함께 경기도와 각 시·군이 매몰 비용의 70%를 50:50으로 부담하도록 하는 조례(「경기도 도시 및 주거환경정비 조례 일부개정조례안」_2013. 9. 5 의결)를 만드는 등의 성과를 거두었다.

 

재선으로 활동한 9대 의회에서는 각 지역마다 도시재생지원센터를 설립해야 한다는 내용을 조례로 명문화(「경기도 도시재생 활성화 및 지원에 관한 조례 일부개정조례안」_2015. 11. 30 의결)하며 연속성 있는 의정을 위해 노력하였다. 후반기에는 문화체육관광위원장을 맡아 경기도민이라면 누구나 소외 받지 않고 문화예술을 향유할 수 있도록 「경기도 문화영향평가 조례안」(2017. 12. 18 의결)을 대표 발의하였다. 이 조례를 근거로 보건소나 주민센터 등 주민편의시설 건립 시 생활 속에서 문화복지를 실현할 수 있게 되었다.

 

3선으로 당선된 10대 의회에서는 전반기 의회 유일 교섭단체였던 더불어민주당 대표의원을 맡아 민주당을 도민의 복리와 행복을 위해 실질적 역할을 수행하는 정책 정당으로 변모시키는 데 주력했다. 실제로 민주당의 정책기능 강화를 이끌어냈다는 평가를 받았으며, 광역단체 최초로 실시한 ‘교섭단체 자체 정책토론대축제’는 제가 시작한 이래 현재까지 꾸준히 추진되고 있다. 이를 통해 의원들의 정책역량 강화와 정책의제 발굴에 큰 도움이 된다는 평가를 받고 있다. 당시 집행부와 협치를 통해 전국적으로 확산된 정책이 많은 점도 고무적이다. 특히 ‘경기도 재난기본소득지급 조례’, ‘경기도 학교 교복지원 조례’, ‘경기도교육청 학생 생존수영교육조례’ 등과 같이 도민 생활에 직접적으로 영향을 미친 다수의 조례가 그 예이다. 이 외에도 전국 광역의회 최초로 정례 브리핑을 실시하고 있고, 의회와 경기도 간 협치기구인 ‘정책협의회’를 출범시킨 점, 일본경제침략 비상대책단, 돼지열병 극복 TF 등 각종 현안에 발 빠르게 대응한 점도 빼놓을 수 없는 성과라고 본다.

 

정치적 기반이자 지역구인 부천을 향한 애정이 각별할 줄로 안다. 부천 지역 현안과 문제해결을 위한 복안은?

 

도의원의 가장 중요한 역할 중 하나는 ‘작지만 확실한’ 지역발전을 이뤄내는 일이라고 본다. 초선의원 시절은 물론, 이후로도 제 지역구의 열악한 주거환경을 개선하기 위해 꾸준한 노력을 기울여 왔다. 도의원으로서 “염종현 덕분에 사는 게 조금 나아졌다”라는 소리를 들으면 뿌듯하면서도, 무거운 책임감을 느낀다.

 

의장으로서 제 지역구 개별현안을 일일이 언급하는 것은 바람직하지 않다고 보아 몇가지만 간략하게 말씀드린다. 제 지역구인 부천 제1선거구 원미1동, 역곡1·2동, 춘의동, 도당동은 뉴타운지구 해제 이후 소규모 주택정비사업을 다수 진행 중에 있다. 지역주민의 삶의 질이 조금이나마 나아질 수 있도록 다양한 환경개선사업과 정비사업을 진행하는 게 필요하다. 주민이 체감할 수 있고, 효용 높은 정책을 계속해서 고민하며 추진할 것이다.

 

또한, 제 지역구 주민들이 원하는 사업 가운데 문화 시설과 체육시설 설치가 있는데, 그동안 지역 국회의원, 시의원들과 함께 복사꽃 축제장, 족구장, 원미문학동산, 어린이 공원, 학교 체육관 등을 추진했다. 주민들의 호응이 매우 좋아 저 또한 뿌듯하다. 오는 2024년에는 오랜 주민들의 바람을 담은 역곡다목적센터가 완공될 예정이다. 이곳 다목적센터에는 특히 수영장이 조성될 예정이어서 주민들의 기대를 모으고 있다.

 

4선 도의원으로서의 정치철학이 있다면?

 

초선 때부터 4선이 된 지금까지 저의 지향과 목표는 ‘정의로운 정치인’이다. 원칙과 상식이 통하는 사회, 정의로운 세상을 구현하기 위해선 제 안에 도민을 위하고 사랑하는 위민정신·애민정신이 항시 뿌리 깊이 자리 잡고 있어야 한다고 생각한다. 더불어 제 정치철학은 ‘위정이덕(爲政以德·덕으로 정치하는 것)’이다. 덕정을 강조해 온 공자께서 논어 <위정> 편에서 직접 언급한 말씀으로, 제가 정치를 시작한 이래 13년 동안 꾸준히 가슴에 새겨온 가치이기도 하다.

 

덕으로 다스리는 어질고 바른 정치, 따뜻하며 통찰이 담긴 정치는 도민을 위하는 마음이 선행돼야 가능할 것이다. 도의원이 된 이래 꾸준히 도민과 직접·자주 소통하고, 민생을 최우선으로 하는 현장 중심 의정활동을 펼치는 데 주력해왔다. 정치를 하는 동안은 이 가치는 꼭 지켜 나갈 것이다.

 

또 하나, 경기도의회는 전국 최대 광역의회이다. 때문에 지방자치와 분권이 온전히 구현될 수 있도록 선제적으로 활동할 책임을 느낀다. 지방자치의 한 축을 담당하는 1,390만 도민의 대의기관이라는 사명감을 갖고 더 활발하게 활동할 것이다.

 

취임 100일을 맞은 소회와 앞으로의 각오를 밝혀 달라.

 

집을 짓는 데 비유하자면 이제 막 기초공사 작업을 마친 게 아닐까 싶다. 취임 100일 동안 앞으로의 의정활동을 제대로 펼치는 데 꼭 필요한 기반을 닦는 작업을 마쳤다고 생각한다. 이제 준비가 되었으니 본격적으로 11대 전반기 의정활동을 펼쳐 나갈 것이다.

 

‘공약정책추진단’과 ‘초선의원 의정지원추진단’은 의원들께서 실효성 있는 의정활동을 펼치며 지역 도민께 다가가는 데 큰 지원체계가 될 것이다. 또 출범을 앞둔 ‘자치분권발전위원회’ 역시, 자치분권 강화를 통해 도민들이 피부에 와닿는 정책을 펼치는데 꼭 필요한 역할을 할 것이라고 자신한다.

However, I think it is necessary to go beyond individual and emergency communication and establish an official communication system and make efforts to clearly show the will of the two organizations to communicate to the citizens. An essential requirement for governance between Congress and the Executive will be a willingness to cooperate between the Parliament and the Executive. Fortunately, Governor Kim Dong-yeon has repeatedly talked about the importance of governance, and we expect that we will be able to cooperate smoothly. The formation of a consultative body between the parliament and the executive branch, which encompasses the ruling and opposition parties, is an issue that I have been persistently advocating right after taking office, and a communication system between agencies must be established. The provincial government is preparing to operate the (tentatively named) ruling party and government consultative body, which is a window for promoting discussions on major provincial governments and public livelihood issues. However, although the specific operation plan has not been discussed yet, a model for governance at the Gyeonggi-do level will be established so that solidarity between the parliament and the provincial government can be strongly promoted.

 

Are there any major policies or pending issues of the provincial council that you want to realize during your tenure as chairman?

 

We want to establish a clear legislative support system so that the legislature can successfully implement legislative agendas in the first half of the year. The ‘Pledge Policy Promotion Team’ and the ‘First-time Members Legislative Support Promotion Team’, launched on the 1st, are expected to play an effective role in strengthening the quality of legislative activities by carrying out professional legislative support tasks. The two organizations were launched as part of the key pledges made at the time of my inauguration as the’Legislative Support Task Force’, which was formed by the National Assembly itself. Two co-representatives, one from each negotiating group, will lead each promotion group and focus on providing concrete and practical support to lawmakers.

 

First of all, the Pledge Policy Promotion Team plans to analyze 4,101 pledges in 10 fields that have already been collected, establish plans for each field, and focus all efforts on converting them into policies and ‘policy institutionalization’. Are there any action plans for the enactment of the Local Council Act and the re-amendment of the Local Autonomy Act?

 

A clear foundation should be created so that the new era's calling, 'autonomy and decentralization', can be properly realized in the provinces. Not long ago, on the occasion of ‘Local Autonomy Day’ (October 29), we looked at ways to improve the system to practically secure the independence and autonomy of local councils. Despite the fact that the Local Autonomy Act was fully amended in 32 years, I agree with the point that it is criticized as a’half-half amendment’ as it does not operate according to the core purpose of’strengthening the authority of local councils’.

 

The problem lies in the failure to realize true independence as local councils are not fully endowed with the right to organize and budget, excluding personnel rights. Accordingly, the Gyeonggi Provincial Council plans to launch the ‘11th Autonomy and Decentralization Development Committee’ and prepare a ‘proposal to improve the system of local councils’ to start full-scale activities to realize autonomy and decentralization.

 

First of all, within this year, the Autonomy and Decentralization Development Committee will be formed to focus on “overcoming the limitations of the Local Autonomy Act” as well as “passing the Local Council Act,” which has been pending in the National Assembly for a long time. In addition, as major institutional improvement tasks, we will continue to suggest ‘separate granting of the right to organize local councils’ and ‘revision of relevant laws and regulations for the establishment of budget planning rights’. As the nation's largest regional council, I feel the responsibility to act preemptively so that local autonomy and decentralization can be fully realized. We will work more actively with a sense of mission as a representative institution for 13.9 million citizens in charge of one axis of local autonomy.

 

What are some of the main achievements that made ‘Yeom Jong-hyeon’, a 4th provincial council member?

 

As a member of the 4th term, until becoming the chairman, he has made every effort to bear fruit through various positions such as the chairman of the Culture, Sports and Tourism Committee and the representative of the Democratic Party of Korea, which was the only negotiating body.

In the latter half of the year, he served as the chairperson of the Culture, Sports and Tourism Committee and proposed the 「Gyeonggi-do Cultural Impact Assessment Ordinance」 (resolved on December 18, 2017) so that all Gyeonggi-do residents can enjoy culture and arts without being marginalized. Based on this ordinance, it became possible to realize cultural welfare in daily life when resident convenience facilities such as public health centers and community centers were built.

 

In the 10th Congress, which was elected for the third term, he served as the representative of the Democratic Party of Korea, which was the only negotiating body in the Assembly in the first half, and focused on transforming the Democratic Party into a policy party that plays a practical role for the welfare and happiness of the citizens. In fact, it was evaluated that it led to the strengthening of the Democratic Party’s policy function, and the ‘negotiating group’s own policy debate grand festival’, which was the first of its kind in a metropolitan area, has been steadily promoted since I started it. Through this, it is evaluated that it is of great help in strengthening the policy capacity of lawmakers and discovering policy agendas. It is also encouraging that there were many policies that were spread nationwide through cooperation with the executive branch at the time. In particular, a number of ordinances that directly affected the lives of citizens, such as the ‘Gyeonggi-do Basic Income Payment Ordinance for Disaster,’ ‘Gyeonggi-do School Welfare Support Ordinance,’ and ‘Gyeonggi-do Office of Education Ordinance on Survival Swimming Education for Students,’ are examples. In addition, regular briefings are being held for the first time in the nation's regional councils, the launch of the 'Policy Council', a governing body between the council and Gyeonggi-do, and the rapid response to various pending issues, such as the emergency response group for Japanese economic aggression and the TF overcoming swine fever, are not to be missed. I see it as an unattainable achievement.

 

I know that the affection for Bucheon, which is a political base and a local district, will be special. What are the pending issues in the Bucheon area and the plan to solve them?

 

One of the most important roles of provincial councilors is to achieve ‘small but sure’ regional development. He has been making steady efforts to improve the poor living environment in his district, as well as during his time as a first-time member. As a member of the provincial council, when I hear people say, “My life has gotten a little better thanks to Jonghyun Yeom,” I feel proud, but also feel a heavy sense of responsibility.

 

As the chairman, it is not desirable to mention individual issues of each district, so I will briefly mention a few. Wonmi 1-dong, Yeokgok 1 and 2-dong, Chunui-dong, and Dodang-dong in Bucheon's 1st constituency, Bucheon's districts, have been carrying out a number of small-scale housing maintenance projects since the new town district was lifted. It is necessary to carry out various environmental improvement projects and maintenance projects to improve the quality of life of local residents. We will continue to consider and promote policies that can be felt by the residents and that are highly effective.

 

In addition, among the projects desired by the residents of my constituency, there is the installation of cultural facilities and sports facilities. In the meantime, together with local members of the National Assembly and city council, we have promoted peach blossom festival sites, jokgu courts, Wonmi Literature Garden, children's parks, and school gymnasiums. The response of the residents is very good, so I am also proud. In 2024, the Yeokgok Multipurpose Center, which contains the wishes of long-time residents, is scheduled to be completed. In particular, the multipurpose center is expected to have a swimming pool, so residents are expecting it.

 

What is your political philosophy as a 4th provincial council member?

 

first line From when I was elected to the 4th term, my aim and goal is to be a “just politician.” In order to realize a society where principles and common sense work, and a just world, I believe that the spirit of caring for and loving the people of the province must always be deeply rooted in me. In addition, my political philosophy is ‘wijeongideok (爲政以德·politics with virtue)’. Confucius, who has emphasized virtue, directly mentioned this in the Analects of Wisdom, and it is also a value that I have kept in my heart for 13 years since I started politics.

 

Benevolent and upright politics governed by virtue, and politics with warmth and insight, will only be possible when a heart for the people of the province is preceded. Since becoming a member of the provincial council, he has been concentrating on conducting field-centered legislative activities that consistently and frequently communicate directly with the citizens and prioritize people's livelihood. While doing politics, I will definitely keep this value.

 

Another thing, the Gyeonggi Provincial Council is the largest regional council in the country. Therefore, I feel a responsibility to act preemptively so that local autonomy and decentralization can be fully realized. We will work more actively with a sense of mission as a representative institution for 13.9 million citizens in charge of one axis of local autonomy.

To compare it to building a house, I think the foundation work has just been completed. During the 100 days in office, I think I have completed the work of laying the foundation necessary for the future legislative activities to proceed properly. Now that we are ready, we will begin our legislative activities in earnest in the first half of the 11th generation.

 

The ‘promise policy promotion group’ and the ‘first-time lawmaker legislative support promotion group’ will be a great support system for lawmakers to engage in effective legislative activities and reach out to local residents. In addition, I am confident that the ‘Autonomy and Decentralization Development Committee’, which is about to be launched, will also play a necessary role in carrying out policies that touch the skin of the people through strengthening autonomy and decentralization.

 

Celebrating the 100th day of inauguration, we will look closely at the achievements so far and seek the way forward. Now, with the mindset of ‘starting over’, I want to tie my shoelaces and do my best. We will diligently contemplate on the agenda for the people of the province and do our best to be reborn as a representative institution that is trusted and loved by the people of the province.
