경기도의회 교섭단체 더불어민주당과 국민의힘이 지방의회법 제정과 지방의회 발전 방안을 논의하기 위한 공동 학술 행사를 10일(화)과 11일(수) 이틀간 개최한다.

이번 행사는 ‘지방의회법 제정 및 지방의회 발전방향 모색을 위한 기획 학술 세미나’라는 이름으로 경기도의회 중회의실1에서 열린다. 지방행정을 연구하는 학계 인사들과 양당 소속 도의원들이 참석해 ▷지방의회법 제정 총론과 각론 ▷행정안전부 지방의회국 신설 ▷국회 산하 광역의회 법령 자문위원회 신설 ▷경기도의회 조례시행추진단 성과 등을 주제로 섹션별 발제와 토론을 진행할 예정이다.

10일 개회식에는 더불어민주당 최종현, 국민의힘 백현종 대표의원을 비롯해 김진경 경기도의회 의장, 김승원 더불어민주당 경기도당 위원장, 김선희 경인행정학회장, 육동일 한국지방행정연구원장, 성시경 한국행정학회장, 이향수 한국지방자치학회장 등이 참석한다. 신정훈 국회 행정안전위원장과 김선교 국민의힘 경기도당 위원장은 서면과 영상으로 축사를 전한다.

특강은 10일 김승원 더불어민주당 경기도당 위원장이, 11일에는 김선교 국민의힘 경기도당 위원장이 각각 맡아 지방의회법 제정과 지방의회 발전 방향에 대해 발표할 예정이다.

이번 학술 행사는 경기도의회와 양 교섭단체가 공동 주최하고, 경인행정학회가 주관하며 한국지방행정연구원이 후원한다.

The ruling and opposition parties of the Gyeonggi Provincial Council will hold a joint academic event to discuss the enactment of the Local Council Act.

The Democratic Party of Korea and the People Power Party, the negotiating groups in the Gyeonggi Provincial Council, will hold a joint academic event on the 10th (Tuesday) and 11th (Wednesday) to discuss the enactment of the Local Council Act and the development of local councils.

The event, titled "Planned Academic Seminar for the Enactment of the Local Council Act and Exploring Directions for the Development of Local Councils," will be held in Conference Room 1 of the Gyeonggi Provincial Council. Academics specializing in local administration and provincial council members from both parties will attend. Presentations and discussions will be held in sections on topics such as the general and specific aspects of the Local Council Act, the establishment of the Ministry of the Interior and Safety's Local Council Bureau, the establishment of the National Assembly's Metropolitan Council Legislation Advisory Committee, and the achievements of the Gyeonggi Provincial Council Ordinance Implementation Promotion Team.

The opening ceremony on the 10th will be attended by Representative Choi Jong-hyun of the Democratic Party of Korea, Representative Baek Hyeon-jong of the People Power Party, Speaker of the Gyeonggi Provincial Council Kim Jin-kyung, Chairman of the Gyeonggi Provincial Chapter of the Democratic Party of Korea Kim Seung-won, President of the Gyeongin Public Administration Society Kim Seon-hee, President of the Korea Institute of Local Administration Yuk Dong-il, President of the Korean Association of Public Administration Seong Si-kyung, and President of the Korean Association of Local Autonomy Lee Hyang-soo. Shin Jeong-hoon, Chairman of the National Assembly's Public Administration and Security Committee, and Kim Seon-gyo, Chairman of the Gyeonggi Provincial Chapter of the People Power Party, will deliver congratulatory remarks via written and video.

Special lectures will be given by Kim Seung-won, Chairman of the Gyeonggi Provincial Chapter of the Democratic Party of Korea, on the 10th, and by Kim Seon-gyo, Chairman of the Gyeonggi Provincial Chapter of the People Power Party, on the 11th. They will present on the enactment of the Local Council Act and the future direction of local council development.

This academic event is co-hosted by the Gyeonggi Provincial Council and the two negotiating groups, organized by the Gyeongin Public Administration Society, and sponsored by the Korea Institute of Local Administration.
