강득구 의원(더불어민주당, 안양만안)이 지난 2월 3일 국가 차원의 노동인권교육을 법제화하는 내용의 ‘노동인권교육 활성화에 관한 법률안’을 대표발의했다.
강득구 의원은 제대로 된 노동인권교육의 필요성이 제기됨에 따라 국가 및 지방자치단체가 노동인권교육에 관한 시책을 마련하고, 학교와 사회에서 노동인권교육 활성화를 위해 필요한 사항을 규정하는 등의 내용이 담긴 ‘노동인권교육 활성화에 관한 법률안’을 대표발의했다.
강득구 의원이 대표발의한 ‘노동인권교육 활성화에 관한 법률안’에는 △국가와 지방자치단체가 노동인권교육 활성화를 위한 시책 수립 및 시행 △고용노동부 내 노동인권교육위원회 설치 △한국고용노동연구원 등의 전문기관을 노동인권교육기관으로 지정 등의 내용이 담겨 있다.
한국청소년정책연구원이 지난 1월 30일 발표한 자료에 따르면, 근로경험이 있는 청소년 10명 가운데 1명 이상이 돈을 벌기 위해 13세 미만에 처음 일을 시작한 것으로 드러났다. 또한, 최근 1년간 근로 경험이 있는 청소년 952명 중 임금체불이나 언어폭력, 성희롱 등 부당행위를 한 번이라도 경험한 적이 있다고 밝힌 응답자는 34.5%였다.
더불어민주당은 지난 22대 총선에서 청소년이 자신의 권리가 침해당했을 때, 적극적인 대응 역량을 기를 수 있도록 국가 차원의 노동인권교육을 법제화하고 중앙정부와 지방자치단체가 체계적인 노동인권교육을 수행하도록 하겠다는 공약을 내세운 바 있다.
