민병덕 의원(더불어민주당, 안양동안갑·정무위원회)이 ‘동남투자은행(가칭) 설립 법률안’을 6월 2일 대표발의했다.
이 법에 따르면 동남권산업투자공사가 지역에 필요한 자금을 직접 공급함으로써, 수도권에 몰린 자본에 대한 의존도를 낮추고 부산지역에 대규모 투자와 금융 서비스를 직접 받을 수 있고, 금융 지원에 그치지 않고 산업 연구, 컨설팅, 기반 시설 개발까지 종합적인 지역 산업의 경쟁력을 높일 수 있다.
이 법안은 이재명 대통령이 더불어민주당 21대 대선 후보 시절 동남투자은행(가칭) 설립 발표에 따라 부산, 울산, 경남 지역의 조선과 자동차 석유화학 등 중화학공업 중심의 산업구조의 재편과 글로벌 산업 환경이 급변하면서 부울경 미래산업을 키우고 지역경제를 되살리기 위한 지역 맞춤형 금융 지원 체계 구축을 위한 법안이다.
이재명 후보는 지난 6월 1일 페이스북에 “해양수도 부산에 동남투자은행(가칭) 설립을 추진하겠다”며, “동남투자은행은 5극 3측 국가 균형발전 전략의 핵심인 메가시티 조성에 꼭 필요한 지역 기반 정책 금융기관으로 국가 지원과 지역 연계를 바탕으로 부울경과 동남권의 금융 기능을 보완하고, 지역 산업경제의혁신을 이끌겠다”는 글을 남겼다.
민병덕 의원이 발의한 동남권산업투자공사는 국가와 부산·울산·경남 지방정부, 산업은행 등 공공기관이 약 3조 원의 자본을 출자해 만드는 지역 투자기관으로 동남권(부산·울산·경남) 지역 기업들을 위한 산업혁신기금을 조성, 조선·자동차 같은 전통 주력산업부터 바이오·신재생에너지 같은 신성장산업까지 폭넓게 투자하고 자금 융자를 지원할 수 있다고 돼있어 이 후보의 출자 마련 계획과 같다.
민병덕 의원은 “부울경 경제권 통합으로 글로벌 경쟁력을 확보하여 규모의 경제와 시너지를 창출시켜 지역 간 벽을 허물고 산업·자본이 자유롭게 흐르게 함으로써, 부울경 전체의 경쟁력이 강화되어 세계 시장에서도 통하는 강한 경제권이 형성되길 기대한다”고 밝혔다.
