강득구 의원(더불어민주당, 안양만안)이 지난 7월 22일 국회 소통관에서 기자회견을 개최해 채해병 순직사건과 관련해 주진우 의원의 사과를 촉구하고, 일명 ‘주진우방지법’인 ‘병역법 일부개정법률안’을 대표발의한다고 밝혔다.

강득구 의원이 대표발의한 ‘병역법 일부개정법률안’의 핵심은 “정당한 사유 없이 병역의무를 기피한 행위에 대해선 공소시효를 폐지”하는 것이다.

주진우 의원은 “고등학교 때부터 지금까지 간염을 앓고 있어 병역을 면제받았다”고 주장하고 있다.

강득구 의원은 “병역기피는 국방력 그 자체를 약화시키고, 장병들에게 박탈감을 줘 국가 안보를 위협하는 중대한 범죄행위”라며, “병역기피행위는 끝까지 처벌받는다는 인식을 확실히 심어줘야 한다. 이참에 병역기피를 뿌리 뽑겠다”고 밝혔다.

강득구 의원은 채해병 순직사건 관련해서 주진우 의원에게 “윤석열 전 대통령과 왜 통화했느냐”고 묻고, 특검팀에게는 “순직해병 특검팀은 주진우 의원에 대한 수사에 나서달라”고 요청했다.

강 의원은 “주진우 의원이 7070(윤석열 전 대통령 전화번호)과 통화한 사실은 이미 국회에서 밝혀졌다”며, “당시 법률비서관이었던 주진우 의원이 채해병 순직사건 외압 과정에서 어떤 역할을 했는지 진실을 밝혀야 한다. 잘못이 있다면 그에 상응한 대가를 치러야 한다”고 주장했다.
