강득구(민주·안양만안) 의원은 학벌 중심 채용 관행 타파를 주장하며 발의한 ‘채용절차의 공정화에 관한 법률’ 일부개정법률안과 ‘고등학교졸업자의 취업 안전 및 보장을 위한 법률안’의 조속한 처리를 촉구했다.

채용절차의 공정화에 관한 법률 일부개정법률안은 기업이 채용과정에서 출신학교와 학력 관련 개인 정보 수집을 금지하는 내용이다. 고등학교졸업자의 취업 안전 및 보장을 위한 법률안은 고등학교 졸업자의 취업 촉진 및 진로 교육 등을 담당하는 책임기구를 신설해 체계적이고 장기적인 고등학교졸업자의 취업 안전망을 구축하는 게 목표다.

두 법안은 지난해 9월 강득구 의원이 대표 발의했다. 강 의원은 21일 보도자료를 통해 “2024년 의원실이 실시한 여론조사 결과 우리 사회의 학벌 차별 심각성에 응답자의 74.7%가 동의했다”며 “학벌 중심 채용관행을 타파해야 대한민국의 미래가 있다”고 강조했다. 이어 “학벌 중심의 채용관행이 입시 경쟁과 사교육 부담을 불러오고 이것이 결국 우리 사회의 격차를 심화시키는 주된 요인”이라고 지적했다.

앞서 강 의원은 20일 국회에서 교육의봄 등 300여 개 시민단체와 ‘출신학교 채용 차별 방지법 추진 국민운동’ 관련 토론회를 열었다.

Rep. Kang Deuk-gu: "Academic Background-Based Hiring Practices Must Be Eradicated"

Rep. Kang Deuk-gu (Democratic Party, Anyang Manan) called for the swift passage of the "Act on Fair Recruitment Procedures" and the "Act on Employment Security and Guarantee for High School Graduates," both of which he proposed to eliminate the practice of academic background-based hiring practices.

The Act on Fair Recruitment Procedures prohibits companies from collecting personal information related to graduates' alma maters and academic background during the hiring process. The Act on Employment Security and Guarantee for High School Graduates aims to establish a systematic and long-term employment safety net for high school graduates by establishing a responsible organization responsible for promoting employment and providing career education for high school graduates.

Rep. Kang Deuk-gu introduced both bills in September of last year. In a press release on the 21st, Rep. Kang stated, "According to a 2024 public opinion poll conducted by my office, 74.7% of respondents agreed with the severity of discrimination based on academic background in our society." He emphasized, "The future of the Republic of Korea hinges on eliminating this academic background-centered hiring practice." He continued, "This academic background-centered hiring practice fuels competition for college entrance and the burden of private education, which is ultimately a major factor in deepening the gap in our society."

Previous to this, Rep. Kang held a discussion on the "National Movement to Promote a Law to Prevent Discrimination Based on Alternative School in Hiring" at the National Assembly on the 20th with approximately 300 civic groups, including the Educational Spring Movement.
