경기도가 주최하고, 경기환경에너지진흥원이 주관한 ‘2025 청정대기 국제포럼’이 지난 9월 2일, 3일 경기신용보증재단 3층 경기융합타운에서 열렸다.

‘푸른 하늘의 날’(9월 7일) 기념으로 대기환경 개선과 기후위기 대응 국제 공동협력 촉진을 위해 마련된 이번 포럼은 ‘푸른 하늘을 향한 우리의 질주(RACING FOR AIR)’를 주제로 ‘숨쉬는 미래, 푸른하늘을 위한 글로컬 연대’를 부제로 해 2일에는 개회식, 개막대화 ‘미래세대가 묻고 기성세대가 답하다’, 국제세션Ⅰ ‘기후위기 해법, 대기관리 글로벌 공동협력 모색’, 국제세션Ⅱ, ‘인접국 공동 전략, 동아시아 주요국 대기질 개선 경험과 정책 공유’가 진행됐다. 개회식은 김동연 경기도지사의 개회사, 최재천 이화여대 석좌교수의 기조강연 등이 진행됐다.

3일에는 기후위기를 주제로 한 특별강연, 대기오염물질(오존 등) 감축관리 강화를 위한 민관협력 특별세션, 아트센터 문화공연, 도지사 표창 및 공모전 시상식 등이 진행됐다.

행사에는 경기도의회, 유엔환경계획(UNEP), 국제연합(UN) 아시아태평양경제사회위원회(ESCAP), 국제대기환경단체연합(IUAPPA), 이클레이(ICLEI‧세계지방정부협의회), 세계보건기구(WHO), 우호협력 동아시아 지방정부 등 7개국과 강금실 경기도 기후대사, 기후행동 청소년 활동가 등 도민 약 150명이 참석해 국제협력의 의미를 더했다.

김동연 경기도지사는 개회식에서 “기후위기 해결을 위한 기후위성, 기후펀드, 기후보험 등 다양한 기후정책을 견인해 왔고, 중요한 시기 선도적인 정책 이행을 통해 기후위기에 대처했다. 중앙정부도 경기도의 여러 가지 정책을 벤치마킹하고 있다”며 “이번 포럼이 국가와 지역, 세대를 아우르는 ‘통섭의 장’이 되어 하늘을 청정하게 만드는 데 기여하기를 기대한다”고 말했다.

경기도는 이번 국제포럼이 우리나라 인접국과 국제기구, 국내외 전문가들이 참여해 대기문제를 포함한 기후위기 해법을 위해 다양한 경험을 공유하고 이를 기반으로 지속가능한 연대와 협력을 위한 시작점이 되었다는 점에서 의미가 있다고 설명했다.

김혜애 경기환경에너지진흥원장의 사회로 진행된 세대 간 개막대화 ‘미래세대가 묻고 기성세대가 답하다’에서는 청소년기후행동 김서경 활동가의 “세대 간 연대의 주체로서 미래세대를 인식해야 한다”는 날카로운 지적과 함께, 내일을 함께 살아가야 할 미래의 그들을 ‘배려를 넘어 협력’의 주체로 인식해야 한다는 최재천 교수의 의견이 보태져 많은 이들의 공감을 이끌어냈다.

국제세션Ⅰ은 선우영 국제대기환경단체연합 사무총장이 좌장을 맡아 ‘대기질 관리 글로벌 공동협력 모색’을 주제로, 에마니 쿠마르 이클레이-지속가능성을 위한 지방정부 부사무총장과, 스테판 오스트룸 UN유럽경제위원회 대기오염에 관한 국제협력 임시 공동의장 및 WHO(세계보건기구) 아․태지역 환경보건센터 존지 과장이 발제하며 패널토론을 진행했다.

해당 세션에서는 글로벌 기후위기 및 대기관리 해법 모색을 위해 다양한 지역과 영역에서 활동하고 있는 국제기구의 경험과 사례를 공유하는 자리로 채워졌다.

국제세션Ⅱ는 UN ESCAP(유엔 아시아 태평양 경제사회위원회) 남상민 환경개발국장이 좌장을 맡아 ‘인접국 공동전략, 대기질 개선 경험과 정책 공유’를 주제로 중국 장쑤성 잉지엔보 생태환경청 부청장, 광둥성 류젠쥔 환경과학연구소 부소장, 일본 사이타마현 국제환경과학센터 이치카와 유지로 연구원, 몽골 울란바토르 뭉크바타르 다바삼부 대기․환경오염 대응 부서장 및 경기연구원 김동영 선임연구위원이 패널로 참여해 주제발표 및 토론을 이어갔다. 해당 세션에서는 월경성 대기오염 문제의 공동전략 모색을 위해 인접국 주요 지방정부의 대기관리 정책을 소개하고 공유하면서 향후 공동전략 마련을 위한 이해를 같이 했다.

9월 3일에는 한국대기환경학회 이강웅 회장이 좌장을 맡아 민관협력 특별세션을 진행했다. 주요 패널로 강원대학교 곽경환 교수, 한국표준과학연구원 정진상 그룹장, 차세대융합기술연구원 오세호 선임연구원을 비롯해 현대자동차 김상범 책임연구원이 ‘대기오염물질의 감축관리 강화를 위한 민-관협업’을 주제로 발제와 토론을 진행했다.

이날 플랜1.5의 윤세종 대표가 ‘기후변화, 민주주의 그리고 청소년 기후소송’을 주제로 기후변화 대응을 위한 민주적 절차와 청소년을 포함한 시민들의 참여가 무엇보다 중요하다는 내용으로 특강을 진행했다.

이밖에도 ‘2025 청정대기 국제포럼’을 축하하기 위한 문화공연과 함께 한기애 작가의 ‘미세먼지 사진전’을 비롯해 경기도 대기환경 분야 유공자에 대한 경기도지사 표창 및 미세먼지 공동대응 실천 공모전에 대한 시상도 함께 진행되어 2일간의 포럼을 마무리했다.

경기환경에너지진흥원 김혜애 원장은 “기후위기 심화에 따라 대기오염을 포함한 사회 곳곳에 재난적 한계상황이 가속화 되고있는 지금, 우리의 역할은 국내외 전문가들과 함께 협력적 해법을 모색하고 국제사회와 연대해 오늘보다 더 나은 내일을 미래세대에게 전달하는 것이며, 경기환경에너지진흥원 역시 경기도와 함께 지속적으로 함께 하겠다”고 말했다.

The '2025 Clean Air International Forum,' hosted by Gyeonggi Province and organized by the Gyeonggi Environment and Energy Promotion Agency, was held on September 2nd and 3rd at the Gyeonggi Convergence Town on the 3rd floor of the Gyeonggi Credit Guarantee Foundation.

The forum, organized to commemorate 'Blue Sky Day' (September 7th) and promote international cooperation to improve air quality and respond to the climate crisis, was themed 'Racing for Air' and subtitled 'Global Solidarity for a Breathable Future, Blue Skies.' The forum featured an opening ceremony on the 2nd, an opening dialogue titled 'Future Generations Ask, Established Generations Answer,' International Session I: 'Solution to the Climate Crisis, Seeking Global Cooperation in Air Quality Management,' and International Session II: 'Joint Strategies with Neighboring Countries, Sharing Experiences and Policies in Improving Air Quality in Major East Asian Countries.' The opening ceremony featured opening remarks by Gyeonggi Province Governor Kim Dong-yeon and a keynote speech by Ewha Womans University Professor Choi Jae-cheon.

On the 3rd, a special lecture on the climate crisis was held, a special session on public-private cooperation to strengthen air pollutant reduction management (e.g., ozone), a cultural performance at the Arts Center, and a Governor's Award and Competition Award Ceremony.

We have responded to the crisis by implementing proactive policies at critical junctures. The central government is also benchmarking various policies implemented by Gyeonggi Province." He added, "We hope this forum will serve as a 'place of consilience' encompassing the nation, regions, and generations, contributing to cleaner skies."

Gyeonggi Province explained that this international forum is significant in that it brought together neighboring countries, international organizations, and domestic and international experts to share diverse experiences and solutions to the climate crisis, including air quality issues. Building on this experience, it also serves as a starting point for sustainable solidarity and cooperation.

The intergenerational opening dialogue, "Future Generations Ask, Established Generations Answer," moderated by Kim Hye-ae, President of the Gyeonggi Environment and Energy Promotion Agency, resonated with many participants. Kim Seo-kyung, a Youth Climate Action activist, offered a sharp observation: "We must recognize future generations as agents of intergenerational solidarity." Professor Choi Jae-cheon added his perspective: "We must recognize future generations as agents of cooperation beyond consideration," resonating deeply with the audience.

International Session I, moderated by Sunwoo Young, Secretary General of the International Coalition of Air Quality Organizations, focused on "Seeking Global Collaboration on Air Quality Management." Presentations were delivered by Emani Kumar, Deputy Executive Director of ICLEI-Local Governments for Sustainability, and Stefan Ostrum, Interim Co-Chair of the UN Economic Commission for Europe's International Cooperation on Air Pollution and Director of the WHO (World Health Organization) Regional Center for Environment and Health in Asia and the Pacific.

This session featured a forum for international organizations working across various regions and sectors to find solutions to the global climate crisis and air quality management, sharing their experiences and case studies. International Session II was moderated by Nam Sang-min, Director of the Environment and Development Division of the United Nations Economic and Social Commission for Asia and the Pacific. The session, titled "Joint Strategies in Neighboring Countries: Sharing Experiences and Policies for Air Quality Improvement," featured presentations and discussions by panelists including Ying Jianbo, Deputy Director of the Ecological and Environmental Administration of Jiangsu Province, China; Liu Jianjun, Deputy Director of the Environmental Science Research Institute of Guangdong Province; Ichikawa Yujiro, Researcher at the International Environmental Science Center of Saitama Prefecture, Japan; Munkbaatar Daba Sambu, Head of the Air and Environmental Pollution Response Department of Ulaanbaatar, Mongolia; and Kim Dong-young, Senior Researcher at the Gyeonggi Research Institute. This session introduced and shared the air quality management policies of major local governments in neighboring countries to explore joint strategies for addressing transboundary air pollution, fostering a shared understanding of future joint strategies.

On September 3, a special session on public-private cooperation was moderated by Lee Kang-woong, President of the Korean Air Quality Society. Key panelists included Professor Kwak Kyung-hwan of Kangwon National University, Group Leader Jeong Jin-sang of the Korea Research Institute of Standards and Science, Senior Researcher Oh Se-ho of the Advanced Convergence Technology Research Institute, and Senior Researcher Kim Sang-beom of Hyundai Motor Company, who presented and discussed the topic of "Public-Private Collaboration to Strengthen Air Pollutant Reduction and Management."

Plan 1.5 CEO Yoon Se-jong delivered a special lecture on "Climate Change, Democracy, and Youth Climate Lawsuits," emphasizing the importance of democratic processes and citizen participation, including youth, in responding to climate change.

Furthermore, a cultural performance to celebrate the "2025 Clean Air International Forum" and a "Fine Dust Photo Exhibition" by artist Han Ki-ae were held, along with the Gyeonggi Province Governor's Award for contributions to the air quality sector and the awards ceremony for the Fine Dust Joint Response Practice Contest, concluding the two-day forum.

Kim Hye-ae, President of the Gyeonggi Environmental Energy Promotion Agency, said, “As the climate crisis worsens and catastrophic situations, including air pollution, are accelerating across society, our role is to seek collaborative solutions with domestic and international experts and to build solidarity with the international community to deliver a better tomorrow to future generations.
