거창하게 느껴지는 제목이다. 전에는 평화운동이 어땠길래 이런 제목을 붙였는지 궁금할 수 있다. 프랑스와 미국은 민주주의를 위해 폭력에 저항하며 희생을 감내해야 했다. 20세기에는 간디나 마틴 루터 킹이 폭력을 휘두르지 않고 평화롭게 걸으면서 민주주의를 만들어낼 수 있다는 것을 보여줬다. 21세기의 평화운동은 이보다 한발 더 나아갔다. 노래하고 춤추는 축제의 평화운동이다. 바로 12.3 계엄 사태를 종식시킨 대한민국에서 일어난 시위다!

일과 시위와 축제를 통합한 21세기 한국의 시위

외국인들은 이번 한국의 시위에 놀랐다. 그들은 낮에 시위를 하고, 시위를 했다 하면 상점을 약탈하고 폭력을 행사한다. 한국인들은 윤석열 퇴진을 외치며 낮에는 공부하고 일을 끝낸 후에, 밤에 모여 노래하고 춤추며 축제 같은 시위를 했다. 이게 뭐 그리 대단하냐고? 백만 명이나 되는 많은 사람들이 뿜어내는 에너지는 폭력적이 될 가능성이 높다. 그러나 한국인들은 시위를 하면서 자발적으로 질서를 만들어낸다. 사람들이 다닐 수 있도록 길을 만들고, 안내하는 사람들을 뽑아서 스스로 관리를 한다. 시위가 끝나고도 청소를 해서 미화원들이 할 일을 대폭 줄여주었다.

선진국으로 알고 있던 한국에서 계엄령이 선포되자 한국의 위상은 땅에 곤두박질쳤다. 그러나 뒤따른 시위는 한국인의 의식이 진정한 민주주의로 무장되어 있음을 알려줬다. 이제 외국 기자들은 한국의 새로운 시위 문화를 본국에 알리기 위해 분주했다. 시위에 동참할 수 없는 사람들이 시위를 하는 사람들을 도우려고 선결제를 하는 모습에 그들은 놀랐다. 자본주의 사회에서 보기 드문 놀라운 일이었다. 밤을 새우며 시위하는 사람들을 위해 개인들이 포장마차를 만들어 한겨울 추위를 견디게 해주었다.

이렇게 사람들이 연대하고, 춤추고 노래하며, 기발하고 재미있어 웃게 만드는 펄럭이는 깃발들은 비분강개하는 어두운 에너지가 아니다. 말 그대로 신나는 축제다. 한마디로 시위의 에너지가 달라졌다. 윤석열 대통령이 탄핵 되고 6월 3일 평화로운 선거로 당선된 이재명 대통령은 스스로를 응원봉 대통령이라고 한다. 한국의 새로운 시위에 내재된 시대정신을 잘 이해하고 있다는 뜻이다. 그는 ‘국민주권 시대’라는 한마디 말로 나라의 주인은 그 누구도 아닌 국민임을 명료하게 드러내고 있다. 그는 ‘K-이니셔티브(K-initiative)’란 표현으로 ‘역사를 주도하는 한국’이란 의식을 가지고 ‘K-폴리틱(K-politic)’을 만들겠다는 의지를 보여주고 있다.

나선형으로 발달하는 인간 의식

인간 의식의 발달 단계에 관심이 많은 학자들은 새로운 한국의 시위 문화를 보고 흥분했을 것이다. 민주주의의 역사를 만들어온 시위는 바로 인간의 의식의 변화와 관련되기 때문이다. 클레어 그레이브스나 켄 윌버, 후기 매슬로우 등은 인류가 ‘생존 단계’에서 ‘존재 단계’로 진입하는 지구촌 사회 현상으로 한국의 시위를 꼽을 것이다.

이런 평가가 실감이 나지 않는다면 밤이 되면 더 많은 사람들이 나와 산책을 하는 청계천을 예로 들 수 있다. 강을 낀 수도가 있는 나라들 중에는 청계천처럼 도시의 강을 변화시키려는 프로젝트를 추진하기 시작했다. 문제는 청계천의 안전과 아름다움은 서울시가 아니라 서울 시민들 덕분이라는 것이다. 청계천에 나온 사람들과 주변의 상점 주인들이 눈에 띄지 않지만 서로를 살펴봐 주고 자발적으로 모임을 만들어 청계천을 지키기 때문이다.

외국이 외양은 청계천처럼 만들 수 있지만, 시민의식이 따라주지 못하면 서울의 청계천처럼 가꾸기 힘들 것이다. 청계천 다리 밑에는 마약을 파는 사람들이 없지만, 외국이라면 곧 마약상들의 접선 장소가 될 확률이 크다. 어느 틈에 한국은 세계에서 가장 안전한 나라가 되었다. 외국인들은 주문한 물건을 문 앞에 두어도 훔치는 사람이 없는 곳은 한국밖에 없다고 말한다. 밤에 조깅하는 사람도 한국이라서 가능하다고 한다. 다 우리에게는 당연한 것들이다.

이런 현상은 한국인의 의식이 세계에서 가장 높은 단계라는 것을 보여준다. BBC나 CNN 등이 한국에서 물건을 잃어버리면 정말로 되찾을 수 있는지 시험하는 방송 제작을 하고 있다. 어느 틈에 한국은 외국인들이 살고 싶어 하는 나라가 되었다. 12.3 계엄 이후 한국인이 보여준 노래하고 춤추는 축제 같은 시위는 단순한 관용이나 화해 이상의 긍정적 의미를 내포하고 있다. 무력(武力)에서 오는 강한 힘인 포스(force)가 아니라 높은 의식에서 나오는 힘인 파워(power)의 힘으로 한국은 세계의 리더가 되고 있다.

It's a grandiose title. You might wonder what the peace movement was like in the past, leading to such a title. France and the United States had to endure sacrifices while resisting violence for democracy. In the 20th century, Gandhi and Martin Luther King Jr. demonstrated that democracy could be achieved through peaceful, non-violent protests. The peace movement of the 21st century goes even further. It's a peaceful movement of song and dance, a festival of peace. This is the demonstration that took place in South Korea, which ended the December 3rd martial law!

21st Century Korean Protests: Combining Work, Protests, and Festivals

Foreigners were surprised by the recent protests in South Korea. They protest during the day, and when they do, they loot stores and resort to violence. Koreans, chanting for Yoon Seok-yeol's resignation, studied during the day, finished work, and gathered at night for a festival-like protest, singing and dancing. What's so remarkable about this? The energy of a million people could easily turn violent. However, Koreans spontaneously created order during their protests. They built paths for people to walk, appointed guides, and managed them themselves. After the protests, they cleaned up, significantly reducing the workload of sanitation workers.

When martial law was declared in South Korea, a country once considered a developed nation, its reputation plummeted. However, the protests that followed revealed that the Korean people's consciousness was truly armed with democracy. Now, foreign reporters were busy sharing Korea's new protest culture with their home countries. They were surprised to see people who couldn't attend the protests making advance payments to support the protesters. This was a remarkable feat rarely seen in a capitalist society. Individuals even set up food stalls to accommodate the all-night protesters, providing them with shelter in the midwinter cold.

These fluttering flags, which bring people together, dance, sing, and laugh with their ingenuity and fun, are not a dark energy of indignation. They are literally a vibrant festival. In short, the energy of the protests has changed. President Lee Jae-myung, who was peacefully elected on June 3rd following the impeachment of President Yoon Seok-yeol, calls himself the "cheerstick president." This demonstrates his keen understanding of the zeitgeist inherent in Korea's new protests. With the single phrase "era of popular sovereignty," he clearly states that the people, not any other entity, are the masters of the country. With the expression "K-initiative," he demonstrates his commitment to creating "K-politics" with the consciousness of "Korea leading history."

The Spiraling Development of Human Consciousness

Scholars interested in the developmental stages of human consciousness must have been thrilled by Korea's new protest culture. This is because the protests that shaped the history of democracy are directly related to the transformation of human consciousness. Clare Graves, Ken Wilber, and the later Maslow would point to the protests in Korea as a global social phenomenon, marking humanity's transition from the "survival" stage to the "existence" stage.

If this assessment seems unrealistic, consider the example of Cheonggyecheon, where more people come out to stroll at night. Countries with capitals along rivers have begun projects to transform urban rivers like Cheonggyecheon. The problem is that Cheonggyecheon's safety and beauty are due not to the city of Seoul, but to its citizens. The people who come to Cheonggyecheon and the surrounding shopkeepers, though inconspicuous, look out for one another and spontaneously form groups to protect Cheonggyecheon.

A foreign country can make Cheonggyecheon look like Seoul, but without the right civic awareness, it will be difficult to maintain it like Seoul's. While there are no drug sellers under the Cheonggyecheon bridge, in a foreign country, it is highly likely to become a meeting place for drug dealers. Korea has become one of the safest countries in the world. Foreigners say that Korea is the only country where people can leave their orders at their doorstep without anyone stealing them. Even jogging at night is said to be possible only in Korea. These are all things we take for granted.

This phenomenon demonstrates that Koreans possess the highest level of consciousness in the world. Broadcasts like the BBC and CNN are producing programs to test whether lost items in Korea can actually be recovered. Before we knew it, Korea had become a country where foreigners wanted to live. The festival-like singing and dancing Koreans displayed after the December 3rd martial law movement carries a positive meaning beyond mere tolerance or reconciliation. Korea is becoming a world leader not through force, which is the strength derived from military force, but through power, which stems from a high level of consciousness.
