경기도교육청(교육감 임태희)이 ‘2025년 1차 학교폭력 실태조사(전수조사)’ 결과를 발표했다.

실태조사 결과 피해 응답률은 2.4%로 지난해보다 0.4%포인트 늘었지만 전국 피해 응답률 2.5%보다 0.1%포인트 낮은 수준이다.

학교폭력 피해 유형은 △언어폭력(38.9%) △집단따돌림(16.6%) △신체폭력(14.8%) △사이버폭력(8.0%) △성폭력(5.9%) △강요(5.5%) △금품갈취(4.9%) 등의 순으로 나타났다.

지난 4월 14일부터 5월 13일까지 온라인으로 실시한 이번 실태조사에는 초4~고3 학생 112만8,000여 명 중 90만1,000여 명이 참여해 79.9%의 참여율을 보였다.

학교폭력 피해 발생 장소는 학교 내 68.5%, 학교 밖 31.5%로 나타났다. 학교 내는 교실 안, 복도, 운동장, 체육관에서 주로 발생했고, 학교 밖은 놀이터나 공원, 사이버공간, 학원이나 학원 주변 순이었다.

가해 응답률은 1.0%로 지난해보다 0.1%포인트 늘었으나 전국 가해 응답률 1.1%보다 0.1%포인트 낮게 조사됐다.

가해 이유는 △장난이나 특별한 이유 없음 33.0% △상대방이 먼저 나를 괴롭힘 27.1% △오해와 갈등 11.5% △상대방 행동이 맘에 안들어서 11.2% 등의 순으로 나타났다.

학교폭력 목격 후 긍정적 행동을 한 비율은 68.2%로 지난해와 같다. 긍정 행동 유형은 △피해 학생을 위로하고 도움 35.0% △주위에 알리거나 신고함 16.7% △가해자를 말림 16.5% 등의 순으로 나타났다.

경기도교육청은 이번 실태조사를 바탕으로 학생주도 학교폭력 예방 활동 ‘함께 성장 레츠그로우 프로젝트’, 평화로운 학교문화를 위한 ‘책임 규약 제정’, 학교 내 갈등을 교육적으로 해결하는 ‘마음공유 화해중재단’ 운영을 더욱 강화하고, 자신을 이해하고 타인과의 건강한 관계를 맺는 사회정서 역량을 키우는 방향으로 학교폭력 예방 교육을 추진할 예정이다.

경기도교육청은 이번 조사 결과에서 나타난 중대 학교폭력 사안은 엄정 대응해 피해 학생을 보호할 계획이다.

Gyeonggi Provincial Office of Education Announces Results of 2025 First School Violence Survey

Victimization Response Rate: 2.4%… Up 0.4% from Last Year, 0.1% Lower than National Average

The Gyeonggi Provincial Office of Education (Superintendent Lim Tae-hee) announced the results of its "2025 First School Violence Survey (Complete Survey)."

The survey found a victimization response rate of 2.4%, a 0.4% increase from last year but 0.1% lower than the national rate of 2.5%.

The most common types of school violence included verbal abuse (38.9%), bullying (16.6%), physical violence (14.8%), cyberbullying (8.0%), sexual violence (5.9%), coercion (5.5%), and extortion (4.9%).

This survey, conducted online from April 14 to May 13, saw the participation of approximately 901,000 of 1,128,000 fourth-grade to third-grade high school students, resulting in a 79.9% participation rate.

68.5% of school violence incidents occurred on-campus, while 31.5% occurred off-campus. On-campus incidents most commonly occurred in classrooms, hallways, playgrounds, and gymnasiums. Off-campus incidents occurred in playgrounds, parks, cyberspace, and academies or near academies.

The response rate for perpetrators was 1.0%, a 0.1 percentage point increase from last year but still 0.1 percentage points lower than the national rate of 1.1%.

The most common reasons for perpetrating included: 33.0% said it was a joke or for no particular reason; 27.1% said the other person was the first to bully them; 11.5% said they were bullied due to misunderstandings and conflicts; and 11.2% said they disliked the other person's behavior. The percentage of students who took positive action after witnessing school violence remained at 68.2%, the same as last year. The most common types of positive action included comforting and helping the victim (35.0%), informing others or reporting (16.7%), and intervening the perpetrator (16.5%).

Based on this survey, the Gyeonggi Provincial Office of Education plans to further strengthen its student-led school violence prevention activities, the "Let's Grow Together Project," the "Establishment of Responsibility Rules" for a peaceful school culture, and the "Mind Sharing Reconciliation and Mediation Foundation" for educationally resolving school conflicts. Furthermore, the Gyeonggi Provincial Office of Education plans to promote school violence prevention education focused on fostering social and emotional skills for self-understanding and building healthy relationships with others.

The Gyeonggi Provincial Office of Education plans to take stern action against serious school violence cases identified in this survey to protect student victims.
