경기도의회 도시환경위원회 유영일 부위원장(국민의힘, 안양5)이 좌장을 맡은 ‘원도심지역의 주거환경 개선 및 기능 활성화 방안 모색 토론회’가 지난 10월 15일 안양아트센터 컨벤션홀에서 열렸다. 이번 토론회는 경기도와 경기도의회가 공동 주최한 ‘2025 경기도 정책토론회’의 일환으로 진행됐다.

이날 토론회는 원도심 쇠퇴로 인한 인구 감소와 지역 불균형 문제를 해결하기 위한 실질적 방안 모색을 위해 마련됐다. 토론에서는 ‘신·구도심의 연계’와 ‘주민 참여형 관리체계’를 중심으로 도시 경쟁력을 강화하는 방향이 제시됐다.

남지현 경기연구원 균형발전지원센터장은 주제발표를 통해 “원도심 쇠퇴 문제 해결을 위해서는 신·구도심 간의 통합적 계획 수립과 역할·기능의 재분배를 통한 상생전략이 필요하다”며, “주민 주도형 지역관리시스템을 기반으로 한 맞춤형 공공서비스 제공과 역세권 중심의 기능 활성화를 통해 지속가능한 도시 발전체계를 구축해야 한다”고 제안했다.

이진만 건국대학교 교수는 “지난 13년간 지속된 인구감소 문제 해결을 위해서는 소득·연령 등 인구 데이터를 기반으로 지역격차 해소를 위한 맞춤형 주거환경 개선이 선행돼야 한다”고 강조했다.

이범현 성결대학교 교수는 “정주인구 확대보다 활동인구 유입에 초점을 맞춰야 한다”며, “안양 만안지역은 4개 대학이 밀집한 만큼, 대학과 연계한 ‘캠퍼스타운’ 조성사업을 통해 원도심에 활력을 불어넣을 수 있다”고 밝혔다.

김중은 국토연구원 도시재생·정비연구센터장은 “도시경쟁력 강화를 위한 종합계획 수립과 함께 도심복합개발사업 등 지역 특성을 반영한 정비제도 선택이 필요하다”며, “노후계획도시인 평촌신도시 재정비 시 역세권과 상업지역을 포함한 미래도시 전략을 수립해 원도심과의 연계를 강화해야 한다”고 말했다.

허창원 경기주택도시공사 도시공간정비사업처장은 “원도심 활성화사업은 공공주도의 민간협력 방식으로 추진해야 리스크를 최소화할 수 있다”며, “지자체·공공기관·주민이 함께 참여하는 거버넌스 구축이 필수적”이라고 제언했다.

안성현 경기도 도시재생과장은 “도시쇠퇴 문제의 근본 해법은 공동체 회복에 있다”며, “경기도의 ‘더드림 재생사업’과 ‘빈집정비사업’ 등 다양한 공모사업을 적극 활용하고, 공동체가 복원된다면 각종 정비사업도 원활하게 추진될 것”이라고 밝혔다.

유영일 부위원장은 “원도심의 지속적인 쇠퇴는 도시경쟁력을 저해하는 중요한 과제”라며, “노후계획도시와의 연계를 통한 상생전략을 마련하고, 지역 맞춤형 정비방안과 활동인구 유입 전략, 민관협력 중심의 거버넌스 구축 방안을 면밀히 검토하겠다”고 말했다.

한편 이날 토론회에는 김진경 경기도의회 의장, 김동연 경기도지사, 백현종 경기도의회 국민의힘 대표의원, 김시용 도시환경위원장, 심재철 국민의힘 안양동안을 당협위원장, 최돈익 국민의힘 안양만안 당협위원장이 축사를 전했다.
