안양시의회 김경숙 의원(국민의힘, 안양라)이 지난 10월 23일 열린 제306회 임시회 제2차 본회의에서 5분 자유발언을 통해 재개발·재건축 사업의 주요 걸림돌로 지적되는 ‘주거정비지수 제도’의 부당함을 지적하며 전면 폐지를 강력히 촉구했다.

김경숙 의원은 “정비지수는 노후도, 접도율, 불량건축물 비율 등을 점수화한 행정 편의적 제도로, 실제 생활 여건을 제대로 반영하지 못하고 있다”며, “상위법인 ‘도시 및 주거환경정비법’ 어디에도 ‘정비지수’라는 용어는 존재하지 않는다. 법적 근거가 불분명한 제도를 유지하는 것은 행정의 책임 회피에 불과하다”고 비판했다.

또한 “정비지수 점수가 기준에 미달한다는 이유로 기반시설이 열악하고 안전문제가 심각한 지역들이 수십 년째 정비 대상에서 제외되고 있다”며, “이 제도는 도시정비를 촉진하기는커녕 오히려 정비를 지연시키는 요인이 되고 있다”고 지적했다.
