안양시의회 장명희 의원(더불어민주당, 안양가)이 제306회 임시회 제2차 본회의에서 5분 자유발언을 통해 “안양역 앞 원스퀘어 부지 개발은 단순한 건축사업이 아니라 원도심의 미래를 좌우할 핵심 사업”이라며 “시민 중심의 상생형 개발이 돼야 한다”고 강조했다.

장명희 의원은 “지난 2023년 원스퀘어 폐건물 철거로 오랜 기간 도심 흉물이었던 건물이 사라졌고, 이제는 새로운 랜드마크로 거듭날 기회가 열렸다”며, “초역세권 입지와 초고층 개발로 인한 막대한 개발이익이 특정 건축주에게 과도하게 돌아가지 않도록 해야 한다”고 말했다.

이어 “개발이익의 지역 환원과 함께 지역 상권과의 상생, 과거 수분양자 피해 보전, 공공기여의 충분한 이행이 반드시 담보돼야 한다”고 지적했다.

또한 장 의원은 원스퀘어 개발이 성공적으로 추진되기 위해 △지구단위계획 상한용적률(최대 1,000%)에 따른 공공기여 확보, △과거 분양 피해자의 실질적 구제, △교통영향평가를 통한 로터리 및 인접 지역의 교통안전 대책 마련, △안양역세권의 중장기 도시관리계획 수립 등을 제안했다.

장명희 의원은 끝으로 “20년 넘게 방치된 폐건물로 고통받아온 시민들에게 개발의 결실이 돌아갈 수 있도록 공공성과 투명성을 기반으로 사업이 추진돼야 한다”며, “집행부가 책임 있는 자세로 적극적으로 임해 달라”고 당부했다.

Councilmember Jang Myung-hee concluded, "The project must be promoted based on public interest and transparency so that the fruits of development can be shared with citizens who have suffered from abandoned buildings for over 20 years." She urged the executive branch to "take a responsible and proactive approach."
