안양시와 군포시가 수도권 기초지자체들과 손을 맞잡고 경부선 철도 지하화 사업의 조속한 추진을 정부에 공식 요청했다. 장기간 지연되고 있는 종합계획 발표를 더는 미룰 수 없다는 입장이다.

안양시와 군포시는 4일 오전 서울 용산역 민자역사 회의실과 역사 내 야외공간에서 열린 경부선 지하화 추진협의회 회의에 참석해, 용산·동작·영등포·구로·금천 등 서울시 5개 지자체와 함께 ‘철도 지하화 통합개발 종합계획 발표 촉구 공동성명서’에 서명했다. 수도권 도심을 관통하는 경부선 구간의 지하화 필요성을 공동으로 재확인한 것이다.

앞서 국토교통부는 지난해 말까지 철도 지하화 종합계획을 발표하겠다고 밝힌 바 있다. 그러나 현재까지 구체적인 일정과 내용은 공개되지 않은 상태다. 지자체들은 종합계획 확정이 늦어질 경우 선도사업 재선정과 후속 행정 절차에도 차질이 불가피해 사업 전반의 불확실성이 커질 수 있다고 우려하고 있다.

경부선 서울역부터 군포 당정역까지 이어지는 32㎞ 구간은 지상 선로가 도심을 가로지르면서 소음과 진동, 생활권 단절 문제가 오랜 기간 이어져 왔다. 동서로 나뉜 도시 구조는 공간 활용과 균형 발전을 저해하는 요인으로 지적돼 왔다.

특히 주거지와 상업·업무 지역이 물리적으로 분리되고 보행 동선과 지역 간 연결성이 제한되면서 시민 불편이 지속돼 왔다. 시는 지하화가 단순한 교통 개선을 넘어, 상부 공간을 활용한 녹지축 조성과 생활 인프라 확충 등 도시 재편의 전환점이 될 수 있다고 보고 있다.

최대호 안양시장은 “경부선 지하화는 안양의 미래 세대를 위한 필수 사업”이라며 “2010년부터 준비해 온 과제인 만큼 더 이상 미뤄져서는 안 된다”고 강조했다. 

이어 하은호 군포시장은  “우리 시민들은 철도 지하화를 통해 상부 공간이 공원·상업·문화 공간으로 조성되어 도시의 새로운 성장 동력으로 활용되기를 절실하게 희망하고 있다”고 말했다.

한편 안양시는 정부 가이드라인에 맞춰 선제적으로 사업을 준비해 왔다. 2024년 5월 국토교통부의 ‘철도 지하화 사업 가이드라인’을 반영해 같은 해 10월 기본구상안과 공정계획, 개발 범위 등을 담은 선도사업 제안서를 제출한 바 있다. 다만 지난해 2월 1차 선도사업 대상지에서는 제외됐다.

양 시는 수도권 추가 대상지 발표에 대비해 관계 기관과 협의를 이어가며 행정 역량을 집중할 방침이다.

In particular, citizens have experienced persistent inconvenience as residential areas and commercial/business districts are physically separated, and pedestrian flow and connectivity between regions are restricted. The city views undergrounding as a turning point for urban restructuring, going beyond simple traffic improvements to include the creation of green axes utilizing the above-ground space and the expansion of living infrastructure.

Anyang Mayor Choi Dae-ho emphasized, "The undergrounding of the Gyeongbu Line is an essential project for Anyang's future generations," adding, "As this is a task we have been preparing for since 2010, it must not be delayed any further." Gunpo Mayor Ha Eun-ho continued, “Our citizens earnestly hope that the undergrounding of the railway will transform the surface space into parks, commercial areas, and cultural spaces, serving as a new growth engine for the city.”

Meanwhile, Anyang City has been proactively preparing for the project in accordance with government guidelines. Reflecting the Ministry of Land, Infrastructure and Transport’s ‘Railway Undergrounding Project Guidelines’ in May 2024, the city submitted a proposal for a pilot project in October of the same year, containing a basic concept, construction schedule, and development scope. However, it was excluded from the first round of pilot project sites in February of last year.

Both cities plan to concentrate their administrative capabilities by continuing consultations with relevant agencies in preparation for the announcement of additional sites in the Seoul metropolitan area.
