군포시의회 박상현 의원(국민의힘, 군포라)이 군포시의회 운영의 민주성과 투명성을 높이고, 학생들의 안전한 통학환경을 조성하기 위한 제도적 장치 마련에 나섰다.

박상현 의원은 지난 9월 9일 열린 제283회 군포시의회 임시회 제1차 의회운영위원회에서 ‘군포시의회 의원연구단체 구성 및 운영 조례 일부개정조례안’을 대표 발의했다.

이번 개정안은 지난 4월 제281회 임시회에서 제기된 연구단체 심사위원 구성의 편향성 문제를 제도적으로 개선하기 위한 후속 조치다. 구체적으로는 운영심사위원회 구성 시 당연직·외부 위원 정수를 조정하고, 외부 위원 위촉 과정에서 교섭단체 대표의원 추천 절차를 신설해 공정성을 강화하는 내용을 담았다.

이어 지난 9월 10일 제1차 행정복지위원회에서는 ‘군포시 안심통학버스 지원에 관한 조례안’을 대표 발의했다. 해당 조례안은 학생들의 안전한 등·하교를 보장하기 위해 행정적·재정적 지원 근거를 마련하고, 통학 여건 격차로 인한 교육 불균형을 완화하기 위한 대책을 포함하고 있다. 통학 환경이 취약한 지역의 불편을 해소하고 학부모들의 불안을 덜어줄 실질적인 대안이 될 것으로 기대된다.

박상현 의원은 “시민의 신뢰를 받는 민주적 의회를 만드는 것과 아이들이 안심하고 학교를 다닐 수 있는 환경을 조성하는 것은 모두 지방의회의 중요한 책무”라며 “군포 시민이 체감할 수 있는 의정활동과 제도 개선에 최선을 다하겠다”고 말했다.

두 조례안은 오는 18일 열리는 제283회 군포시의회 임시회 제2차 본회의에 상정되며, 별다른 이견이 없을 경우 통과될 전망이다.

Gunpo City Council Member Park Sang-hyun (People Power Party, Gunpo-ra) has taken steps to establish institutional mechanisms to enhance the democracy and transparency of the council's operations and create a safe school environment for students.

On September 9, at the first meeting of the Council Operations Committee of the 283rd extraordinary session of the Gunpo City Council, Council Member Park Sang-hyun introduced the "Partial Amendment to the Ordinance on the Organization and Operation of Research Groups of Members of the Gunpo City Council."

This amendment is a follow-up measure to address the issue of bias in the composition of research group review committees, which was raised during the 281st extraordinary session in April. Specifically, it adjusts the number of ex officio and external members in the operation review committee and establishes a process for recommending representatives of negotiation groups during the appointment of external members, thereby strengthening fairness. On September 10th, the first Administrative Welfare Committee introduced the "Gunpo City Safe School Bus Support Ordinance."
