경기도와 경기도학교밖청소년지원센터는 지난 9월 18일 안산시 경기도청소년수련원에서 ‘제8회 경기도 꿈울림 축제’를 개최했다.

경기도의 31개 시군 학교밖 청소년과 지도자 등 850여 명이 참여한 이번 경기도 꿈울림 축제는 학교밖 청소년의 자립 역량을 높이고 문화적 소통의 기회를 제공하기 위한 경기도 대표 행사다. 2018년 처음 시작된 이 축제는 코로나19 시기에는 비대면으로 운영됐으나, 2022년부터 대면 축제로 전환되며 청소년들이 직접 어울리고 참여하는 화합의 무대로 자리 잡았다.

올해 축제는 꿈울림 운동회, 꿈울림 예술제, 자립박람회, 체험부스 등 청소년 눈높이에 맞춘 프로그램으로 꾸려졌다. 특히 꿈울림 운동회는 학교 밖 청소년들의 바람을 반영해 마련된 것으로, ‘비전탑 쌓기’, ‘줄다리기’, ‘지구를 굴려라’, ‘계주’ 등 팀 대항 4개 종목이 진행됐다.

예술제 본선에는 노래·춤·밴드 등 다양한 분야에서 예선을 거친 10개 팀이 무대에 올라 평택시 학교밖청소년지원센터 ‘꿈딴딴’ 팀이 대상, 오산시 ‘하경’, 고양시 ‘스와이즈’ 2개 팀이 최우수상을 수상했다. 이 밖에도 안양시 ‘플룻듀오’, 용인시 ‘제로노스’, 양주시 ‘금붕어밴드’ 3팀이 우수상, 그밖에 4팀이 장려상을 수상했다.

자립박람회에서는 청소년단 선거 체험, 청소년참여위원회 부스, 직업 체험, 금연 캠페인 등이 운영됐다. 부스 운영과 사회, 홍보 포스터 제작 등 행사 전 과정에는 청소년이 사회자로 참여해 축제의 의미를 더욱 살렸다.

오광석 경기도 미래평생교육국장은 “경기도 꿈울림 축제는 학교 밖 청소년들이 주체가 돼 꿈을 찾고 표현하는 소중한 자리”라며 “앞으로도 청소년의 자립을 돕는 다양한 정책과 지원을 이어가겠다”고 말했다.

Gyeonggi Province and the Gyeonggi Out-of-School Youth Support Center held the '8th Gyeonggi Dream Festival' at the Gyeonggi Youth Training Center in Ansan on September 18th.

With approximately 850 out-of-school youth and leaders from 31 cities and counties across Gyeonggi Province participating, the Gyeonggi Dream Festival is a signature event in the province aimed at fostering self-reliance and providing opportunities for cultural interaction among out-of-school youth. Launched in 2018, the festival was held virtually during the COVID-19 pandemic, but transitioned to an in-person format in 2022, establishing itself as a platform for youth to connect and participate.

This year's festival featured programs tailored to the needs of young people, including a Dream Sports Day, a Dream Arts Festival, a Self-Reliance Expo, and experiential booths. The Dream Echo Sports Day, in particular, was designed to reflect the aspirations of out-of-school youth, featuring four team competition events: "Vision Tower Building," "Tug-of-War," "Roll the Earth," and "Relay Race."

The final round of the arts festival featured ten teams that had advanced through preliminary rounds in various categories, including singing, dancing, and band. The Pyeongtaek City Out-of-School Youth Support Center's "Dream Ttan-tan" team won the grand prize, while two teams, "Ha-gyeong" from Osan City and "Swise" from Goyang City, received top awards. Additionally, three teams—"Flute Duo" from Anyang City, "Zero Nos" from Yongin City, and "Goldfish Band" from Yangju City—won excellence awards, and four other teams received encouragement awards.

The Self-Reliance Expo featured youth group election experiences, a Youth Participation Committee booth, job experience, and a smoking cessation campaign. The youth participated as emcees throughout the entire event, including booth operation, hosting, and promotional poster production, further enhancing the festival's significance. Oh Gwang-seok, director of the Gyeonggi Province Future Lifelong Education Bureau, said, “The Gyeonggi Province Dream Festival is a valuable opportunity for out-of-school youth to take the lead in finding and expressing their dreams,” adding, “We will continue to implement various policies and support to help youth become independent.”
