 경기도 감사위원회가 국민안전의 날(4월 16일)을 맞아 도민의 생명과 안전을 위협하는 행위를 뿌리 뽑기 위해 9일부터 22일까지 2주간 ‘안전 분야 공익제보 집중 신고 기간’을 운영한다.

이번 조치는 건설 현장 등 안전 사각지대에서 발생하는 공익침해행위를 근절하고, ‘경기도 공익제보 핫라인’에 대한 도민들의 적극적인 참여를 이끌어내기 위해 마련됐다.

주요 신고 대상은 건설 현장에서 빈번하게 발생하는 불법 행위들이다. ▲불법 하도급 ▲관급공사 자재 빼돌리기 ▲건설업 및 기술자 불법 명의대여 ▲건설업 등록 기준 위반 ▲현장 건설기술인 미상주 등이 대표적인 공익침해 유형에 해당한다. 경기도는 실효성 있는 제보를 독려하기 위해 지난 3년간 안전 분야 제보자들에게 총 8,876만 원의 보상금과 포상금을 지급하는 등 강력한 유인책을 시행해 왔다.

실제로 최근 불법 하도급 행위를 적발하는 데 결정적인 역할을 한 제보자에게는 2,286만 원의 포상금이 지급된 바 있다. 도는 이번 집중 신고 기간 동안 도내 주요 건설 현장을 중심으로 신고 방법이 담긴 리플렛을 배포하고, 건설안전 관계자 대상 간담회를 개최하는 등 현장 밀착형 홍보를 강화해 제보의 문턱을 낮출 계획이다.

안상섭 경기도 감사위원장은 “안전한 건설 문화 정착과 사고 예방은 모두의 관심과 참여로 완성된다”며 건설 현장 관계자들의 적극적인 신고를 당부했다. 공익제보는 ‘경기도 공익제보 핫라인’을 통해 누구나 참여할 수 있으며, 신분 노출이 우려되는 내부 신고자를 위해 변호사가 신고를 대리하는 ‘비실명 대리신고제’도 운영 중이다.

도는 이번 안전 분야를 시작으로 공익침해 분야별 법정기념일 전후에 맞춰 연 4회 집중 신고 기간을 운영할 방침이다.
