의왕시의회(의장 김학기)가 지난 8월 29일 ‘의왕시 대안교육기관 발전 및 지원을 위한 정책토론회’를 열고 대안교육 활성화 방안을 논의했다.

이번 토론회는 지난 1월 개정된 ‘대안교육기관에 관한 법률’과  ‘경기도교육청 대안교육기관 지원 조례’ 제정을 계기로 학생·학부모·교사 등 70여 명이 참석해 대안교육 현안과 개선책을 공유했다.

박민형 대안교육연대 정책위원장은 첫 발제에서 교육부·교육청·지자체의 책임 강화를 강조하며, ‘의왕시 교육경비 보조 조례’ 개정과 교사 처우 개선, 수업료 지원을 제안했다. 이어 대안학교 학생 대표들은 학업·진로 선택의 어려움과 교육권 보장을 호소했다.

박선옥 의왕시 체육청소년과장은 지원 현황을 소개하고, 재정 확대와 제도 보완을 약속했다. 학부모 대표는 교사 인건비·운영비 지원의 필요성을 강조했다.

좌장을 맡은 김태흥 의왕시의회 부의장은 “대안교육은 학생 다양성과 자율성을 존중하는 공공 과제”라며 의회 차원의 적극적 지원 의지를 밝혔다.

한편 의왕시에는 대안학교로 더불어가는배움터길, 청계자유발도르프학교 등 2개 기관에서 333명의 학생이 재학 중이며, 시는 프로그램비·급식비 등을 지원하고 있다. 2025년 대안교육기관 지원 예산은 약 2억8,000만 원이다.

Uiwang City Council Holds Policy Forum on Developing and Supporting Alternative Education Institutions

On August 29th, the Uiwang City Council (Chairman Kim Hak-gi) held a "Policy Forum on Developing and Supporting Alternative Education Institutions in Uiwang" to discuss ways to revitalize alternative education.

This forum was organized in response to the January revision of the "Alternative Education Institutions Act" and the enactment of the "Gyeonggi Provincial Office of Education Alternative Education Institutions Support Ordinance." Approximately 70 students, parents, and teachers attended to share current issues and solutions.

Park Min-hyung, Policy Committee Chair of the Alternative Education Solidarity, gave the first presentation. He emphasized the need for increased accountability from the Ministry of Education, the Office of Education, and local governments. He proposed revising the "Uiwang City Education Expenses Subsidy Ordinance," improving teacher treatment, and providing tuition support. Representatives of alternative school students then addressed the challenges faced in choosing academic and career paths and called for the protection of their right to education. Park Seon-ok, Director of the Sports and Youth Division of Uiwang City, presented the current support status and pledged to expand funding and improve the system. A parent representative emphasized the need for support for teacher personnel and operating expenses.

Vice Speaker Kim Tae-heung, who moderated the meeting, stated, "Alternative education is a public task that respects student diversity and autonomy," expressing the city's commitment to active support at the council level.

Meanwhile, Uiwang City has 333 students enrolled in two institutions: Together Learning Path and Cheonggye Free Waldorf School. The city provides support for program and meal expenses. The 2025 budget for alternative education institutions is approximately 280 million won.
