경기도의회 도시환경위원회 김옥순 의원(더불어민주당, 비례)이 대표 발의한 ‘경기도 경기알이백(RE100) 지원 조례안’이 지난 9월 10일 열린 제386회 임시회 제2차 도시환경위원회에서 원안 가결됐다.

이번 조례안은 기업·도민·공공·산업 부문의 에너지 사용을 재생에너지로 전환하는 ‘경기알이백(RE100)’ 정책이 안정적으로 추진될 수 있도록 제도적 기반을 마련하는 내용을 담고 있다.

조례는 △추진계획 수립 및 이행점검 △재생에너지 클러스터 조성을 위한 특별구역 지정 △공공·기업·도민 지원사업 △자가소비형 발전량 인증 및 거래 플랫폼 운영 △재정지원·융자사업 등 구체적 지원 방안을 규정했다.

김옥순 의원은 “이번 조례가 지방정부 차원에서 RE100 확산을 종합적으로 지원하는 전국 최초의 사례”라며, “재생에너지 전환의 안정성과 지속가능성을 확보하고, 경기도가 탄소중립을 선도하는 모델이 되길 기대한다”고 밝혔다.

조례안은 오는 19일 본회의에서 최종 의결될 예정이다.

Establishing the Groundwork for Nationwide Local Government-Level RE100 Support

The "Gyeonggi RE100 Support Ordinance," sponsored by Gyeonggi Provincial Council Urban Environment Committee Member Kim Ok-soon (Democratic Party of Korea, proportional representation), passed in its original form at the 2nd Urban Environment Committee meeting of the 386th Extraordinary Session held on September 10th.

This ordinance establishes an institutional foundation for the stable implementation of the "Gyeonggi RE100" policy, which aims to transition energy use in businesses, residents, the public sector, and the industrial sector to renewable energy.

The ordinance stipulates specific support measures, including: 1) establishment of a promotion plan and implementation review; 2) designation of special zones for the development of renewable energy clusters; 3) support projects for public, corporate, and resident businesses; 4) operation of a self-consumption power generation certification and trading platform; and 5) financial support and loan programs. Councilmember Kim Ok-soon stated, "This ordinance represents the first comprehensive local government-level support for the expansion of RE100," adding, "I hope it will secure the stability and sustainability of the renewable energy transition and serve as a model for Gyeonggi Province to lead the way in carbon neutrality."

The ordinance is scheduled for final approval at the plenary session on the 19th.
