경기도의회 도시환경위원회 김옥순 의원(더불어민주당, 비례)이 지난 9월 25일 도의회 중회의실에서 ‘경기도교육청 통합운영학교 지원 조례’ 제정을 위한 입법토론회를 열고 현장 의견을 수렴했다.

이번 토론회는 저출생에 따른 학령인구 감소와 소규모 학교 증가라는 교육 환경의 변화를 반영해, 통합운영학교의 안정적 운영과 제도적 지원 방안을 모색하기 위해 마련됐다. 통합운영학교는 초·중·고교의 교육과정과 교원·시설 자원을 연계·통합해 학생에게 연속적인 학습 환경을 제공하는 미래형 학교 운영 모델이다.

김옥순 의원 좌장을 맡아 진행한 토론에서 공병호 숙명여대 정책대학원 외래교수가 주제발표에 나서 국내외 통합운영학교 사례와 쟁점을 분석하며 조례 제정의 필요성을 제시했다. 이어 고경희 경기도교육청 장학관, 이향순 연천대광초중학교 교장, 최지희 과천율목초등학교 운영위원장이 토론자로 참여해 운영 방향과 제도적 보완 과제를 논의했다.

토론자들은 현장에서 마주하는 △행정·제도적 한계, △교육과정 연계 어려움, △복수 교원 배치 문제 등을 지적하며, 실질적인 제도 개선 없이는 통합운영학교의 원활한 운영이 어렵다고 입을 모았다. 참석자들은 조례 제정을 통해 교육과정의 연속성을 확보하고 체계적인 운영 기반을 마련할 수 있다는 점에 공감했다.

김옥순 의원은 “통합운영학교는 변화하는 교육환경 속에서 학생의 성장을 지원할 수 있는 효율적인 모델”이라며, “오늘 제시된 전문가들의 의견을 조례안에 충실히 반영해 안정적 운영을 뒷받침하겠다”고 강조했다.

한편, 이날 토론회에는 정윤경 경기도의회 부의장(더불어민주당, 군포1), 최승용 도의원(국민의힘, 비례), 박주리 과천시의원(더불어민주당, 과천나)이 참석해 축사를 전했으며, 김시용 경기도의회 도시환경위원장(국민의힘, 김포3)은 영상으로 축하 메시지를 보냈다.

Discussing the Institutional Foundation for Addressing the Declining School-Age Population and Ensuring Curriculum Continuity

Representative Kim Ok-soon (Democratic Party of Korea, proportional representation) of the Gyeonggi Provincial Council's Urban Environment Committee held a legislative debate on the enactment of the "Gyeonggi Provincial Office of Education Integrated School Support Ordinance" in the Provincial Council's main conference room on September 25th, gathering feedback from the field.

This debate was organized to explore ways to ensure the stable operation and institutional support of integrated schools, reflecting the changing educational environment, including the declining school-age population due to low birth rates and the increase in small schools. Integrated schools are a future-oriented school operation model that integrates and integrates the curriculum, faculty, and facility resources of elementary, middle, and high schools to provide students with a continuous learning environment.

Moderated by Representative Kim Ok-soon, Gong Byeong-ho, a visiting professor at Sookmyung Women's University's Graduate School of Policy, delivered a keynote speech analyzing domestic and international examples and issues related to integrated schools and highlighting the need for the enactment of the ordinance. Next, Gyeonggi Provincial Office of Education Supervisor Ko Kyung-hee, Yeoncheon Daegwang Elementary and Middle School Principal Lee Hyang-soon, and Gwacheon Yulmok Elementary School Steering Committee Chairperson Choi Ji-hee participated as panelists to discuss operational direction and institutional improvements.

The panelists pointed out administrative and institutional limitations, difficulties in aligning curricula, and the issue of multiple teacher assignments, and unanimously agreed that the smooth operation of integrated schools would be difficult without substantial institutional improvements. Participants agreed that enacting an ordinance would ensure continuity in the curriculum and establish a foundation for systematic operation.

Councilmember Kim Ok-soon emphasized, "Integrated schools are an efficient model that supports student growth in a changing educational environment. We will faithfully reflect the experts' opinions presented today in the proposed ordinance to support stable operation." Meanwhile, Vice-Chairman Jeong Yun-gyeong of the Gyeonggi Provincial Council (Democratic Party of Korea, Gunpo 1), Provincial Council Member Choi Seung-yong (People Power Party, proportional representation), and Gwacheon City Council Member Park Joo-ri (Democratic Party of Korea, Gwacheon Na) attended the discussion and delivered congratulatory remarks, while Gyeonggi Provincial Council Urban Environment Committee Chairman Kim Si-yong (People Power Party, Gimpo 3) sent a congratulatory message via video.
