경기도의회 여성가족평생교육위원회 김재훈 의원(국민의힘, 안양4) 등 10명의 경기도의원이 참여하는 ‘경기도 고립·은둔 보듬 정책연구회’가 9월 4일 결성됐다.

이 연구회는 경기도의회 의원 연구단체의 하나로 김재훈 의원이 회장을 맡아 심각한 사회적 문제로 대두되고 있는 고립·은둔 문제의 근본적인 해결책 마련을 목적으로 조직됐다.

김재훈 회장은 “경기도는 전국에서 인구가 가장 많은 지자체로, 고립·은둔 청소년, 청년, 중·장년층과 그 가족의 규모 또한 전국에서 가장 많다”며, “연구회를 통해 고립·은둔 당사자뿐만 아니라 가족까지 포괄하여 종합적으로 지원하는 정책 근거를 제시하는 데 중점을 두겠다”고 말했다.

김재훈 회장은 “(연구회가) 기존 지원 체계에서 발생하는 분산, 단절, 사각지대의 문제를 해결하고 지원 사업의 효율성과 효과성을 극대화할 방안을 모색하는 활동을 할 계획”이라고 밝혔다.

‘경기도 고립·은둔 보듬 정책연구회’는 앞으로 고립·은둔 관련 선행 연구를 심층적으로 분석하고, 전국의 고립·은둔 관련 조례 현황 및 비교를 통해 고립·은둔 당사자뿐만 아니라 그 가족까지 종합적으로 지원하는 통합 조례 제·개정안을 제시할 예정이다.

‘경기도 고립·은둔 보듬 정책연구회’는 김재훈 회장을 비롯 △고준호(국민의힘, 파주1), △김완규(국민의힘, 고양12), △윤태길(국민의힘, 하남1), △이병길(국민의힘, 남양주7), △이인애(국민의힘, 고양2), △장민수(더불어민주당, 비례), △김상곤(국민의힘, 평택1), △김철현(국민의힘, 안양2), △심홍순(국민의힘, 고양11) 등 10명의 의원이 참여해 9월부터 본격적인 활동을 시작했다.

Gyeonggi Provincial Assembly Members' Research Group 'Gyeonggi Province Isolated and Secluded Policy Research Group' Formed

Rep. Kim Jae-hoon, Chairman, Seeks Fundamental Solutions to Isolation and Seclusion Issues

On September 4, the 'Gyeonggi Province Isolated and Secluded Policy Research Group' was formed, with 10 Gyeonggi Province Assembly members, including Rep. Kim Jae-hoon (People's Power Party, Anyang 4) of the Gyeonggi Provincial Assembly Women, Family, and Lifelong Education Committee.

This research group was organized with the purpose of finding fundamental solutions to the problem of isolation and seclusion, which has become a serious social problem, with Rep. Kim Jae-hoon as its chairman.

Chairman Kim Jae-hoon said, "Gyeonggi Province is the local government with the largest population in the country, and the number of isolated and secluded youth, young adults, middle-aged and elderly people, and their families is also the largest in the country," and added, "Through the research group, we will focus on presenting policy grounds that comprehensively support not only the isolated and secluded people but also their families."

Chairman Kim Jae-hoon said, “(The research group) plans to work on resolving the problems of dispersion, disconnection, and blind spots in the existing support system and finding ways to maximize the efficiency and effectiveness of support projects.”

The ‘Gyeonggi-do Isolated and Secluded Policy Research Group’ plans to deeply analyze previous research on isolation and seclusion and, through the status and comparison of ordinances related to isolation and seclusion nationwide, propose a comprehensive ordinance enactment/revision plan that comprehensively supports not only the isolated and secluded parties but also their families.

The ‘Gyeonggi-do Isolated and Secluded Support Policy Research Group’ began its full-fledged activities in September with the participation of 10 lawmakers, including Chairman Kim Jae-hoon, Koh Jun-ho (People’s Power Party, Paju 1), Kim Wan-gyu (People’s Power Party, Goyang 12), Yoon Tae-gil (People’s Power Party, Hanam 1), Lee Byeong-gil (People’s Power Party, Namyangju 7), Lee In-ae (People’s Power Party, Goyang 2), Jang Min-soo (Democratic Party of Korea, proportional representation), Kim Sang-gon (People’s Power Party, Pyeongtaek 1), Kim Cheol-hyeon (People’s Power Party, Anyang 2), and Shim Hong-soon (People’s Power Party, Goyang 11).
