경기도와 경기도의회가 8월 9일 경기도의회 대회의실에서 ‘경기도 기회소득의 성공적 정착과 확산을 위한 정책제언’이란 제목으로 정책토론회를 개최했다.

이번 토론회는 오는 10월 농어민 기회소득 지급을 끝으로 전체 시행되는 기회소득 6개 사업의 성공적 정착·확산을 위한 다양한 정책 제언을 모색하는 자리.

경기도는 지난해 11월 16일 ‘경기도 기회소득, 어떻게 할 것인가?’를 주제로 한 정책토론회에서 정책 개선점을 논의한 바 있다.

경기도의회 문화체육관광위원회 오석규 위원(더불어민주당, 의정부시4)이 좌장을 맡아 진행한 이날 토론회는 경기도의원 및 전문가 패널 7명이 참석해 의견을 나눴다.

경기연구원 박진아 연구위원은 ‘기회소득, 새로운 사회정책의 방향’이란 제목의 발표를 통해 “국내총생산(GDP) 중심의 양적성장 속 불평등‧양극화 등 해결되지 못한 사회적 필요를 충족할 새로운 사회정책이 필요한 때다. 기회소득은 사회적 가치 창출 기회를 독려할 수 있다”고 소개했다.

최혜민 경기도 정책기획관은 ‘경기도 기회소득 추진현황 및 향후계획’을 발표했다. 현재 경기도는 지난해 장애인, 예술인 기회소득을 신설해 총 1만4,000여 명에게 지급한데 이어 올해 체육인, 농어민, 기후행동, 아동돌봄 등 4개 기회소득을 신설했다.

장애인, 예술인 기회소득이 올해 지속되는 가운데 기후행동 기회소득이 지난 7월부터 10만 명에게 연 6만 원 지급 추진(올해는 하반기 시행으로 절반인 3만 원 지급)되고 있으며, 체육인 기회소득은 사전절차가 완료된 7월 광명시를 시작으로 연내 7,860명에게 연 150만 원을 지급한다.

아동돌봄 기회소득은 9월부터 500명에 월 20만 원씩 지급을 목표로 지난 7월 모집 절차를 진행했다. 농어민 기회소득은 오는 10월 1만7,700명에게 월 15만 원 지급을 목표로 추진하고 있다.

토론자로 나선 박진영 경기도의원, 박재용 경기도의원, 임창휘 경기도의원, 최효숙 경기도의원, 최영준 연세대 교수, 홍기빈 글로벌정치경제연구소 소장, 윤형중 Lab2050 대표는 기회소득의 성공적 정착과 확산을 위해 정책 발전 방안을 모색하고 정책 확산에 꾸준히 관심을 모을 필요가 있다고 입을 모았다.

경기도는 이번 토론회에서 제안된 의견들을 바탕으로 기회소득 정책을 더욱 활성화하기 위한 발전방안을 모색한다. 향후 추가 정책토론회를 통해 지속적으로 도민과 소통할 계획이다.

오후석 행정2부지사는 이날 토론회에서 “기회소득은 도민의 가치에 기회를 제공하고 사람의 성장과 발전을 이뤄낼 수 있는 가능성에 투자하는 사람중심 투자정책”이라며, “토론회를 통해 기회소득의 성공적 정착과 확산을 위한 다양하고 의미 있는 정책제언을 도출하는 등 뜻깊은 시간이 되기를 바란다”고 말했다.
