신계용 과천시장이 최근 ‘나비효과’라는 책을 출간하고 북콘서트를 개최했다.

500석 가까운 과천시민회관 소극장을 가득 메운 가운데 지난 10월 21일 오후 진행된 ‘나비효과’ 북콘서트는 아랑고고장구단의 식전공연, 신계용 시장의 인사말, 축사, 정애숙 아나운서와 신계용시장의 북토크, 신계용시장과 과천시의회 여성 의원들의 수어공연, 신계용 시장 바이올린 공연 순으로 진행됐다.

신계용 시장은 인사말에서 “제가 과천에 들어온 지가 이제 11년째 됐다. 사실 2014년 과천시장을 하기 위해서 들어왔다. 첫 번째 시장할 때는 과천을 전혀 몰랐다. 사람도 알지 못하고 지역도 모르고 이런 상황에서 시장을 했다. 그때는 어려운 줄을 몰랐다. 정상인지 비정상적인 상황인지도 모르면서 그렇게 시장 4년을 보냈다”며, “시장 선거에 떨어지고 나니까 지난 4년 세월 저도 힘들었다는 걸 뒤늦게 알았고 그거를 지켜보는 우리 시민 여러분들도 힘드셨겠구나 이런 생각을 하게 됐다. 제가 다시 시장이 되면 이렇게는 하지 말아야지, 이런 거는 꼭 해야지 이런 생각을 하면서 다시 시장에 도전했고, 선택을 해 주셔서 시장을 다시 하고 있다”고 말했다.

그는 이어서 “오늘 책의 제목처럼 작은 나비의 날갯짓이 언젠가 커다란 변화를 가져온다는 거를 제가 10년 세월을 거치면서 느꼈다”며, “지금 과천이 많이 변하고 있다. 눈부시게 발전하고 있다. 제가 과천에 뿌린 씨앗들이 언젠가는 우리 과천을 더욱 풍성하게 하고 발전을 가져올 거라는 확신을 하면서 이번 책을 준비를 하게 됐다. 이번 책은 1기 시장 할 때, 또 지금 2기 시장을 하면서 느낀, 우리 시의 발전 과정에 우리 시민들께서 함께 참여해 주시고 응원해 주신 그런 것들의 기록이다. 저 개인의 기록이 아니고 우리 과천시민들께서 함께 뿌려주시고 키워주신 그런 성과, 그런 이야기”라고 말했다.

김병민 서울시 부시장은 축사에서 “인접한 하나의 지방자치단체가 아니라 한 식구처럼 늘 생각하고 있다. 서울시에 25개 자치구가 있고 인접된 경기도에 굉장히 많은 기초 자치단체가 있다. 그 많은 자치단체의 장들 중에서 서울시장이 가장 많이 통화하고 가장 많이 뵙는 분이 신계용 시장님”이라며, “그만큼 과천시를 위해서 열심히 일하고 있는 우리 신계용 작가님 많이 응원해 달라. 서울시와 함께 신계용 작가님과 또 과천시민 여러분과 함께하겠다”고 말했다.

정애숙 아나운서와 신계용시장이 일문일답 형식으로 진행한 북토크를 요약한다.

어떤 마음으로 이 책을 쓰셨는지, 어떤 내용을 담았는지 이야기해 달라.

“사실 제가 2014년 이제 시장되기 전에 과천 시민들께 저를 알리기 위해서 책을 한 권 썼었다. 그때는 저라는 사람에 대해서 얘기를 했고 이번에는 그래도 10년이란 세월을 제가 지켜봤기 때문에 과천의 기록을 한번 해보자 했다. 정말 과천에 많은 변화가 지금 이루어지고 있다.

정말 기업하시는 분, 인근 시민들도 우리 과천에 대해서 너무 부러워하시고 과천에 오고 싶어 하는 상황이 됐다. 나비 효과처럼 이런 우리 과천의 그런 변화의 과정, 그거에 우리 과천 시민들께서 얼마나 응원해 주시고 같이 참여해 주시고 있는지 이런 것들을 좀 기록으로 남기고 싶었다.”

작가님께서는 민선 6기에 시장으로 당선이 되셨다가 잠시 공직을 떠나셨고 민선 8기로 돌아오셨다. 4년간의 야인 시절을 어떻게 지내셨는지 궁금하다.

“사실은 계속 시장을 하고 싶었다. 그런데 안 됐다. 우리 시민들이 좀 쉬어라 하셨다. 제가 실업급여를 받기 위해 평생 두 번 고용촉진공단에 가봤다. 한 번은 2013년, 12년 공직에 있다 퇴직을 하면서 실업급여라는 걸 한번 타봐야겠다 해서 공단에 갔었고, 한 달을 탔다. 그때 2월 한 달에 한 150만 원 나왔다. 그런데 갑자기 3월부터 대학 강의가 하나 잡혔다. 시간강사였다. 한 강의당 40만 원. 아무 생각 없이 강의하겠다고 사인을 했다. 실업급여는 6개월까지 받을 수 있는 거였다. 그런데 실업급여가 딱 끊어지는 거다. 시간 강사료 40만 원 때문에 실업급여가 딱 끊어지는 맹점이 있더라. 놀아야지 실업급여를 받을 수 있는 그런 구조를 직접 체험했다. 지금도 그거는 변하지 않았다.

실업급여라는 게 자발적으로 그만두면 못 받지만 타의에 의해서 직장을 그만두면 받을 수 있다. 나는 계속 하고 싶었지만 타의에 의해서 시장을 못하게 됐으니 혹시 실업급여 대상이 되는 거 아닐까 싶어서 공단을 한번 또 찾아갔다. 그랬더니 창구에 있는 직원이 너무 어이없어 하더라. 여태껏 시장 떨어지고 나서 혹시 실업급여 대상이 되는지 문의한 사람이 한 명도 없었을 것이다. 그런데 저는 어떻게 답변할지 궁금했다. 공단 직원이 ‘좀 고민해 보겠다’고 하더라. ‘한번 검토해 보겠다’고 첫마디는 그랬다. 아마 안 됐을 것이다. 일을 안 하고 있어야 받고, 일을 하면 못 받는 실업급여의 문제점, 이건 지금도 마찬가지다. 야인생활을 하면서 이런 그런 구조는 좀 바뀌어야 되지 않나 이런 생각을 하게 됐다.”

과천과 인연을 맺으시고 여러 가지 일들을 하셨는데 그래도 그중에서 기억에 남는 일이 있다면?

“시장을 하면 정말 보람이 많이 있다. 국회의원 하다가 시장 하시는 분들도 경기도에만도 7분인가 있다. 이분들이 한결같이 ‘몸은 힘들지만 보람되다’ 이렇게 말씀한다. 시민들하고의 교감 속에서 이루어져야 되겠지만 시장이 되면 자기가 생각했던 거를 펼칠 수가 있다.

과천에 한 20년 방치돼 있던 노란색 건물이 있었다. 지금은 아파트로 됐지만 그 노란색 건물(경기 과천시 옛 우정병원)을 처리해서 우리 시민들한테 혜택이 돌아가게 한 게 가장 보람됐다 생각한다.”

우리가 누군가를 새롭게 만나게 되면 이분이 어떤 성향인지 궁금할 때 MBTI 물어보지 않나. 우리 작가님은 MBTI가 어떻게 되는지 궁금하다.

“보니까 ISTP더라.”

제가 그래서 사전에 좀 조사를 해봤다. 만약에 제가 읽어드리는 부분이 맞는다고 생각하면 박수를 좀 주셔야 된다. (이 대목에서 정애숙 작가가 청중들에게 조사한 자료를 낭독한다.)

“ISTP는 현실주의적인 탐험가, 말보다는 행동으로 보여주는 타입, 맞습니까?

필요 없는 말은 하지 않지만 말보다는 끝까지 책임지는 스타일, 맞습니까?

위기 상황에 침착하게 대처하고 일단 해보자 이렇게 실행력이 강한 사람, 현장 중심 문제 해결력이 탁월하지만 무심한 듯 다정한 사람, 맞습니까?

각각의 질문에 청중들이 우레와 같은 박수로 화답했다.

ISTP가 알려주듯이 현장 중심, 말보다는 행동으로, 그래서 저녁 시간에 잡무도 많이 하시고 그러신다는 이야기를 들었다. 항간에는 ‘애인이 없어서 그렇다’ 이런 말씀들을 하시더라. 결혼에 대한 생각은 있으신가?

“그렇다. 결혼, 언젠가는 하겠지.

저기 어머니 오시지 않았나? 어머니가 결혼 생각도 하실 것 같은데 이상형을 좀 말씀해 주시면 어떨까?

“이상형?”

그래야 그분이 오신다.

“어디쯤 오고 계실까는 모르겠지만, 사람 사는 형태가 다양하다. 요즘에는 또 혼자 사는 분들도 많이 계신다. 자식 입장에서는 어머니가 많이 걱정하고 계시는데 이렇게 저렇게 한 사람의 인생은 자기 책임 하에 가고 있기 때문에 언젠가는 좋은 사람 있으면 하게 되지 않을까?”

우리나라에서 가장 살기 좋은 도시가 어딘가? 그렇다. 많은 분들이 과천에서 살고 싶어 하시는데 사실 입성이 쉽지 않다. 작가님은 과천 시민이다. 과천 시민이어서 좋은 점은?

“요즘에는 밖에 나가서 ‘나 과천에 살고 있어’ 하면 엄청 부러워한다고 하더라. 텔레비전 드라마에서도 ‘너는 좋겠다 과천에 상속받은 재산이 있어서’, ‘너는 좋겠다’ 뭐 이러면서 TV 드라마에도 대사가 나온다는데 제가 시장으로서 밖에 활동을 하다 보면 다들 ‘과천이 요즘에 핫한 덴데 거기 시장 하고 계시냐’고, 특히 ‘여성이 하냐’고 그런 말씀도 많이 하신다.

과천은 기업하시는 분들이 정말 오고 싶어 하는 그런 데다. 우리 과천시민 여러분들 정말 복 받으신 분들이다. 좋은 녹지 환경에 편의시설이 있고, 또 서울대공원 같은 산책로 공원이 많고. 여기 집은 없지만 그래도 사는 맛이 있기 때문에 정말 행복하다.”

어떤 마음으로 정치를 하고 계신가?

“정치라는 걸 처음에 결심할 때 ‘구태의연하고 권위적이고, 거짓말 잘하고 모사꾼이 잘되는 그런 정치 문화는 나 같은 사람이 들어가서 바꿔야 된다’ 일종의 사명감이 있었다. 그런데 제가 제일 부족한 것이 스피치였다. 그래서 스피치 학원을 2년을 다닌다. 스피치학원을 다니면서 ‘실패해도, 실수해도 괜찮구나’ 이거를 알게 된다. 그리고 남들은 ‘내가 떨어도 잘 모르는구나’, 그리고 ‘화려하게 말하는 게 중요한 게 아니라 내 진심을 상대방한테 표현하고 전달하는 그 정도만 있으면 진정성만 있으면 이게 되는구나’라는 거를 알게 된다.

그래서 용기를 얻고 도의원부터 시작을 하게 된다. 성남 분당 정자동에서 도의원을 하는데 도의원을 하면 다른 지역은 스피치할 그런 기회가 많다. 분당에서는 스피치 안 해도 도의원이 되는 상황이었다. 그럴 기회가 없다. 그러다가 안양에서 국회의원 해보겠다고 했는데 안 됐고, 2014년 과천시장 선거 운동을 하게 돼 스피치를 하게 됐다. 그런데 너무 시원한 거다. 내 안에 있었던 거를 선거운동을 하면서 표현을 하는데 나 스스로 ‘이거는 시장이 떨어져도 상관없다’ 할 정도로 시원했다. 선거를 통해서 ‘내 안에 이런 잠재 능력이 있었나’, ‘내가 이렇게 말을 그래도 하는 사람이었나’, ‘남 앞에서 내 주장을 펼칠 수 있는 사람이었나’ 이런 거를 느끼는 시간이었다. 저 과천시장 만들어 주셔서 너무 감사드린다.”

마지막 질문을 드려보겠다. 작가님께서 예전에 여성인데 삭발을 한 적이 있다고 알고 있다. 삭발을 하게 됐을 때 상황, 그리고 심정은 어떠셨는가?

“행정을 하다 보면 시장으로서 뭔가 보여야 될 때가 있다. 2018년 당시 과기정통부가 세종시로 이전을 하는데 그냥 볼 수는 없는 상황이었다. 뭔가 저항을 하고 반대한다는 의사 표현을 해야 되는 상황에서 세 가지 방법이 있었다. 누구는 혈서를 쓰라고 했다. 저는 피를 볼 만큼 그렇게 지독한 사람이 못 된다. 그 다음에 단식이 있었다. 단식은 저 혼자면 굶으면 되는데 그때는 시장 시절이니까 비서실이 있다. 24시간 같이 고생을 해야 되는 비서실 직원들은 무슨 죄가 있어서 시장이 굶는다고 같이 굶어야 하나. 너무 고민스러운데 내일이 디데이다. 그런데 어느 단체에서 삭발을 하라고 말씀을 하셨다. 삭발은 나 혼자만 하면 되는 거고 그 순간으로 끝나는 거잖은가. 그래서 바로 ‘삭발하면 진정성이 느껴지냐’ 그랬더니 당연하다는 거다. 여성 시장이고 바로 정면에서 보기 때문에 진정성이 있다는 거다. 그러면 좋다. 더 이상 고민할 필요가 없다. 사실 세 가지 방법 중에 삭발이 저한테 가장 편하고 가장 하기 쉬운 그런 일이었다. 시간 지나면 머리는 또 자라지 않나? 그때 삭발을 해서 그런지 숱이 더 많아졌다.”

“세 가지 소원이라. 일단 우리 어머님 나와 계신데 어머니 건강하신 거고. 지난 5월 5일 과천여고 1학년 학생이 트럭에서 빠진 바퀴에 치어서 아직까지 혼수상태에 있다. 두 번째는 그 여학생이 빨리 회복돼서 부모님께 돌아가는 거다. 한림대에서 그 어머님, 아버님 만나 뵀는데 ‘기도해 달라’고 하시더라. 얼마 전, 추석 전에 전화를 드렸더니 ‘아이가 잘 버티고 있다’고 말씀을 해 주셨다. 그래도 일요일 날 교회를 가면 그 학생 빨리 퇴원해서 우리 부모님 앞으로 돌아가기를 기도한다.

세 번째는 우리 과천시 뜻한 바대로 잘 이루어질 수 있기를, 과천시에 사시는 분들이 행복하기를, 그리고 과천시가 세계적인 도시로 나아감에 있어서 제가 시장으로 있는 동안 좋은 밑거름이 될 수 있도록 우리 과천시의 공직자 여러분들 함께 힘 모아서 시민의 응원 하에 잘 갈 수 있도록 해주십사 이런 생각을 한다.”

Please tell us about your motivation behind writing this book and its content. "Actually, before I became mayor in 2014, I wrote a book to introduce myself to the citizens of Gwacheon. Back then, I talked about myself, but this time, having witnessed it for 10 years, I decided to document Gwacheon. So many changes are taking place in Gwacheon right now.

Business owners and local residents are incredibly envious of our city and want to come here. Like the butterfly effect, I wanted to document this transformation in Gwacheon and how much our citizens have supported and participated in it."

You were elected mayor in the 6th popular election, then briefly left public office and returned in the 8th. I'm curious about how you spent those four years as an outsider. I've been to the Employment Promotion Agency twice in my life to collect unemployment benefits. Once in 2013, after 12 years of public service, I retired and decided to try out unemployment benefits. I went to the agency and received them for a month. In February, I received about 1.5 million won. Then, suddenly, I got a university lecture starting in March. It was a part-time lecture. It was 400,000 won per lecture. I signed up without thinking twice. Unemployment benefits were available for up to six months. But the benefits were cut off abruptly. There was a yellow building in Gwacheon that had been abandoned for about 20 years. Now it's an apartment building, but I think the most rewarding thing was renovating that yellow building (the former Gwacheon City Post Office Hospital) and bringing benefits to our citizens."

"These days, when I go out and say, 'I live in Gwacheon,' people are incredibly envious. There are even lines in TV dramas saying things like, 'You must be lucky, because you inherited property in Gwacheon,' or 'You must be lucky.' When I'm out and about as mayor, people often ask, 'Gwacheon is so popular these days. Are you the mayor there?' Especially, 'A woman?'

Gwacheon is a place that businesspeople really want to come to. We, the citizens of Gwacheon, are truly blessed. We have a great green environment, convenient amenities, and many walking paths and parks like Seoul Grand Park. I don't own a house here, but I still enjoy living here, so I'm truly happy."

What drives you to politics?

"When I first decided to pursue politics, I had a sense of mission: 'The political culture is old-fashioned, authoritarian, prone to lying and scheming. Someone like me needs to step in and change it.' But my biggest weakness was public speaking. So I attended a speech academy for two years. While attending the academy, I learned, 'It's okay to fail, to make mistakes.' I also learned that others don't notice me when I'm nervous, and that 'It's not about being flashy, but just expressing and conveying my true feelings to others. If you have sincerity, you can achieve this.'

That's why I gained courage and decided to start as a provincial council member. I served in the provincial council in Jeongja-dong, Bundang, Seongnam. Being a provincial council member meant I had many opportunities to speak in other regions. In Bundang, I didn't have to give speeches to become a provincial council member. That opportunity wasn't there. Then, I tried to run for National Assembly in Anyang, but that didn't work out. In 2014, I campaigned for the Gwacheon mayoral election, and that's when I got to give speeches. It was so refreshing. I was able to channel what I had inside me while campaigning. "It was refreshing to be able to express myself, to the point where I thought, 'I don't care if the market falls.' The election was a time for me to reflect on things like, 'Was I capable of this potential?', 'Was I the kind of person who could speak my mind?', 'Was I the kind of person who could express my opinions in front of others?' I'm so grateful that you made me the mayor of Gwacheon."

Let me ask you one last question. I understand that you, as a woman, once shaved your head. What was the situation and how did you feel when you had to do it? "When you're doing administrative work, there are times when you have to show something as a mayor. In 2018, the Ministry of Science and ICT was moving to Sejong City, and I couldn't just sit by and watch. I had to protest and express my opposition. There were three options. Some suggested writing a blood oath. I'm not that bad of a person to shed blood. Then there was fasting. I could have fasted alone, but since I was mayor, I had a secretarial office. What crime did the secretarial office staff, who had to work 24 hours a day with the mayor, commit to fasting with the mayor? I'm so worried, but tomorrow is D-Day. Then, some organization suggested shaving my head. Shaving my head is something I can do alone, and it's over in that moment. So I immediately asked, 'Does shaving my head make you feel sincere?' She said of course. She said it would be sincere because she's a female mayor and faces the mayor directly. Then it would be good. There's no need to worry any more. In fact, of the three options, shaving my head is the most comfortable and easiest for me. It was work. Doesn't hair grow back over time? Maybe because I shaved it back then, it's thicker now."

"Three wishes. First, my mother is here, and she is healthy. On May 5th, a freshman at Gwacheon Girls' High School was hit by a wheel that came off a truck and is still in a coma. Second, I hope that the girl recovers quickly and returns to her parents. I met her mother and father at Hallym University, and they asked me to pray for her. Not long ago, before Chuseok, I called them, and they said, 'The child is holding up well.' Still, when I go to church on Sunday, I pray that the girl will be discharged quickly and return to her parents.

Third, I hope that Gwacheon City's aspirations will come true, that the people of Gwacheon City will be happy, and that Gwacheon City's public officials will work together to ensure that, with the support of our citizens, we can lay a solid foundation for Gwacheon City's advancement into a world-class city during my term as mayor."
