지난 9월 12일 오후 두시부터 내손1동 주민센터에서 한 시간 30분 가까이 진행된 의왕시의 ‘2025년 소통행정 찾아가는 시장실-의왕시장과 내손1동 주민과의 간담회’를 밀착 취재했다.

이날 간담회는 김성제 시장의 인사말 겸 모두발언, 민선8기 주요성과 소개, 질의응답 순으로 진행됐다.

김성제 의왕시장은 “취임한 지도 벌써 3년의 시간이 훌쩍 지나서 이제 남은 임기도 한 9개월81개의 공약을 시민들께 약속을 드렸고 그 공약 중에 현재까지 57개 공약을 다 마무리를 했다. 전체적인 공약 이행률은 92%를 넘고 있다”며, 지난 3년 동안의 자신의 업적을 설명하는 것으로 간담회를 시작했다.

공약 사항을 잘 지켰다고 해서 전국에 228개의 지방자치단체장을 대상으로 해서 공약 이행률을 평가하는 한국 매니페스토실천본부에서 4년 연속 최우수 등급인 SA 등급을 받았다.

경기도에 31개 시군이 있는데 경기도 31개 시군 중에서 4년 연속 SA 등급을 받은 시는 우리 의왕시를 포함해서 고양시 부천시 3개 시에 불과하다.

상도 많이 받았다. 경기도 시군 종합평가에서 의왕시가 1등을 했다. 경기도 체육대회에서도 1부 2부로 나눠서 하는데 2부에서 의왕시가 2022년도 2024년도에 종합 우승, 금년도에는 2등을 했다.

전국에서 가장 안전한 도시로 2023년도 2024년도에도 연속으로 수상했다.

의왕시에 여러 가지 현안 사항이 있는데 20여 년 동안 해결하지 못한 여러 사업들이 민선 8기 때 거의 전부 해결이 됐다.

인덕원동탄선이 드디어 작년에 착공식을 갖고 이제 본격적인 공사를 하고 있다. 2029년 말쯤 되면 준공이 되고 개통이 될 거다. 월곶에서 판교 간의 복선 전철이 작년 착공이 돼서 이것 또한 2019년 말에 완공이 될 걸로 생각한다.

GTX-C노선이 의왕역, 인덕원역을 경유해서 서울 삼성역으로 쭉 가는데 이렇게 되면은 인덕원역에서 삼성역까지 10분도 안 걸린다. 지난해 1월에 착공식은 했는데 사업비가 더 많이 올라 아직까지 공사가 착공이 안 되고 있다.

GTX-C의 경우에는 2030년대에 완공이 될 걸로 생각한다. 그렇게 되면 의왕시에 4통8달의 교통 철도 체계가 구축될 거다.

이날 김성제 시장은 문화예술회관 착공, 종합병원 유치, 내손1동 관련사항으로 내선중고통합학교 개교 등 3년간 자신이 해결한 의왕시의 현안, 앞으로 해결해야 할 과제, 아직 해결이 안 되는 이유, 해결 가능성 등을 설명하고 올해 1월에 가진 간담회에서 주민들의 요청사항을 해결하기 위해 했던 그동안의 노력, 결과 등을 허심탄회하게 주민들에게 털어놓았다.

주민 요청 사항 중에 해결이 안된 건에 대해서도 안된 이유 등을 자세히 설명했다. 주민들은 김 시장의 설명에 충분히 납득한다는 태도를 보여줬다.

김성제 시장은 질의응답에서 주민들의 질문에 진지하고도 성실하게 답변했다. 간담회장의 한쪽 벽면 앞에는 의왕시의 각과의 과장들이 앉아 있다가 자기 과와 관련된 질문이 나오면 직접 답했다.

김 시장은 간담회 참석자들이 지루할 새가 없도록 자신의 업적과 관련한 농담을 던지기도 했다.

김성제 시장은 “암을 앓았던 86,7세 된 분이 왕곡초등학교 운동장에 마사토 길을 하루에 1시간, 2시간 매일매일 맨발로 걸었더니 암이 다 나아버렸다. 심지어 까만 머리카락이 새로 났다”며, “의왕시 우리 집 근처에 지금 22개 황토흙길 만들어놓았다. 내손동에도 있고 모락산 산길에도 있다”고 말했다.

내손1동 ‘2025년 소통행정 찾아가는 시장실’을 지켜보며 기자가 느낀 소감은 한 마디로 ‘참으로 좋은 프로그램’이라는 것이다.

시민들이 자기가 거주하고 있는 시의 시장을 만나기가 쉽지 않은 게 현실인데 김성제 의왕시장은 마치 옆집 아저씨처럼 소탈하게 시민들과 소통하고 있었다. 내손1동 주민들 또한 예의를 지켜가며 자기 할 말은 하는 모습이 보기에 좋았다.

The Korea Manifesto Implementation Headquarters, which evaluates the pledge fulfillment rates of 228 local government heads across the country, has awarded Uiwang the highest SA rating for four consecutive years, demonstrating its commitment to keeping its campaign promises.

Gyeonggi Province has 31 cities and counties, but only three—including Uiwang, Goyang, and Bucheon—have received the SA rating for four consecutive years.

It has also received numerous awards. Uiwang ranked first in the Gyeonggi Province Cities and Counties Comprehensive Evaluation. The Gyeonggi Provincial Sports Festival is divided into two parts, and in the second part, Uiwang won first place in 2022 and 2024, and second place this year.
