서울대 관악수목원이 ‘서울대 안양수목원’이라는 새 이름으로 58년 만에 시민에게 상시 개방됐다. 서울대 관악수목원은 지난 1967년 학술 목적으로 조성돼 그동안 대중에 개방되지 않았다. 서울대 안양수목원은 안양시 만안구 석수동 일원 관악산 자락의 천혜의 자연환경 속에 자리잡고 있으며, 약 1,158종의 식물과 다양한 산림 생태계를 보유하고 있다.

최대호 안양시장을 비롯해 강득구·민병덕·이재정 국회의원 등 지역의 주요 정치인들이 그동안 ‘서울대수목원 완전 개방’을 단골메뉴로 선거공약으로 내걸었는데 이제 그 공약을 달성한 셈이다.

안양시와 서울대는 11월 5일 오전 10시 서울대 안양수목원에서 개방 기념식을 개최했다.

이날 행사에는 최대호 안양시장, 박준모 안양시의회 의장, 강득구 국회의원, 민병덕 국회의원, 유홍림 서울대 총장, 강병철 농업생명과학대학 학장, 임상준 안양수목원장 등과 시민들이 참석해 수목원의 새로운 출발을 함께 축하했다.

두 기관의 협약을 통해 시민에게 공개되는 면적은 20만㎡. 90만㎡가 서울대에 국유재산 무상양여 방식으로 이전됐으며, 서울대가 전시원 구역으로 지정한 25만㎡ 중 연구·교육공간(5만㎡)을 제외한 20만㎡가 시민에 상시 개방된다.

이번 상시 개방은 자연과 환경에 대한 이해와 체험 및 교육, 시민 건강 증진, 지역사회 발전을 위한 사회적 책무를 실현하기 위해 안양시와 서울대가 뜻을 모은 결실이다.

안양시와 서울대는 국유재산 무상양여 및 수목원 개방을 위해 지난 2018년 실무협의체를 구성해 수차례에 걸친 협의와 6차례 시범 개방을 진행해왔으며, 올해 2월 ‘관악수목원 전면개방 및 국유재산 무상양여를 위해 법적효력이 있는 협약(MOA)’을 체결했다.

안양시와 서울대는 방문객들에게 자연 훼손 방지를 위한 주의를 당부했다. 인화물질 뿐만 아니라 음식물·음료(생수 제외)·돗자리·삼각대·개인이동장치(유모차·휠체어 제외) 등의 반입이 금지되며, 반려동물은 입장할 수 없다. 식물 채취나 쓰레기 투기도 금지된다.

안양수목원은 화요일부터 일요일까지 운영되며, 매주 월요일과 신정(1월 1일), 설 및 추석 연휴에는 휴원한다. 운영 시간은 동절기(11~3월) 오전 10시에서 오후 5시(입장마감 오후 4시), 하절기(4~10월) 오전 9시에서 오후 6시(입장마감 오후 5시)다. 입장료는 무료이며, 현재 예약시스템이 정비 중으로 시스템 구축 전까지는 예약 없이 자유롭게 방문이 가능하다.

최대호 안양시장은 “앞으로 수목원의 보전·연구·교육 기능과 시민의 녹색 휴식 공간으로서의 역할이 조화롭게 공존·공생·공영할 수 있도록 서울대와 지속 협력해 나가겠다”며, “만추가경(晩秋佳景), 늦가을의 아름다운 경치 속에서 단풍을 즐기며 행복하고 뜻깊은 가을을 보내시길 바란다”고 말했다.

강득구 의원은 축사에서 “안양수목원이 시민에게 완전히 열린 만큼, 그동안 잘 보존되어온 생태환경이 훼손되지 않도록  서울대, 안양시, 시민단체가 꾸준히 협의하고 관리해야 한다”며, “이번 개방을 계기로 수목원이 단순한 산책공간을 넘어 생태문화교육이 어우러진 복합녹지공간으로 발전하길 바란다”고 말했다. 

강 의원은 이어서 “안양수목원의 개방은 지역경제에도 긍정적인 변화를 가져올 것”이라며, 석수동안양2동박달동 등 인근 상권 활성화와 지역관광 발전으로 이어질 수 있도록 적극 지원하겠다”고 밝혔다.

Located in the scenic foothills of Mount Gwanak in Seoksu-dong, Manan-gu, Anyang City, the Arboretum boasts approximately 1,158 plant species and a diverse forest ecosystem.

Major local politicians, including Anyang Mayor Choi Dae-ho and National Assembly members Kang Deuk-gu, Min Byeong-deok, and Lee Jae-jung, have repeatedly pledged to fully open the Arboretum to the public, and this pledge has now been fulfilled.

Anyang City and Seoul National University held an opening ceremony at the Anyang Arboretum at 10:00 AM on November 5th.

Through the agreement between the two institutions, 200,000 square meters will be open to the public. 900,000 square meters were transferred to Seoul National University as a free national property donation. Of the 250,000 square meters designated by Seoul National University as an exhibition area, 200,000 square meters will be open to the public, excluding research and education spaces (50,000 square meters).

This permanent opening is the result of a shared commitment between Anyang City and Seoul National University to promote understanding, experience, and education about nature and the environment, promote citizen health, and fulfill their social responsibility to contribute to the development of the local community. Anyang City and Seoul National University formed a working-level consultative body in 2018 to discuss the free transfer of national property and the opening of the arboretum. They held numerous discussions and conducted six pilot openings. In February of this year, they signed a legally binding Memorandum of Agreement (MOA) for the full opening of Gwanak Arboretum and the free transfer of national property.

Anyang City and Seoul National University urged visitors to exercise caution to prevent damage to the natural environment. In addition to flammable materials, food and beverages (except for bottled water), mats, tripods, and personal mobility devices (except for strollers and wheelchairs) are prohibited. Pets are also prohibited. Picking plants and littering are also prohibited.

Anyang Arboretum is open Tuesday through Sunday, and is closed every Monday, New Year's Day (January 1), Lunar New Year's Day, and Chuseok. Operating hours are 10:00 AM to 5:00 PM (last admission 4:00 PM) in winter (November to March) and 9:00 AM to 6:00 PM (last admission 5:00 PM) in summer (April to October). Admission is free, and while the reservation system is currently being developed, visitors can visit without a reservation until it is fully operational.
